Job Description
Under limited supervision from the Chief People and Culture Officer, this position is responsible and accountable for the leadership and administration of the performance, management and development of the Pittsburgh Water and Sewer Authority’s Human Resources department. The incumbent is a highly visible leader, internally and externally, who will act as a consultant to senior management and internal clients providing excellent strategic counsel and timely, best-in class human resources strategy and planning.
RESPONSIBILITIES
  • Perform other tasks as assigned or required
  • Oversee the administration of human resources programs including, but not limited to: employee life-cycle, compensation, health and wellness, payroll, benefits, leave administration, records management, disciplinary matters, disputes and investigations, employee relations and retention, AA/EEO compliance, and labor relations
  • Establish credibility throughout the organization with all levels of employees in order to be an effective listener and problem solver of employee issues
  • Manage area of responsibility in strict accordance with applicable laws, regulations, and established policies, including union contract agreements, grievance, and arbitration resolution to ensure fair and standardized treatment of employees
  • Consult with legal counsel as appropriate, and/or as directed on personnel matters
  • Recognize, lead, and create employee engagement initiatives that enhance employee development and career progression, allow all employees to have a positive employee experience at their workplace, and support fair and equitable hiring, retention, and advancement of a diverse staff
  • Oversee the administration and integrity of the Human Resource Information System
  • Contribute as a key member of the PWSA Senior Leadership team and represent the Authority in interactions with employees, customers, and other stakeholders
  • Plan and develop the HR department and its performance from both a strategic and tactical perspective
  • Provide direction for wage and salary administration, and all benefit programs including health, dental, vision, disability, open enrollment, leave of absences, etc.
  • Participate in the development of company’s plans and programs as a strategic partner and particularly from the perspective of impact on employees
  • Manage, prepare, and monitor the department annual budget
  • Monitor and ensure knowledge of industry trends, best practices, regulatory changes, and new technologies in human resources and employment law; applies this knowledge to recommend and communicate changes in policy, practice, and resources to HR and Executive leadership
KNOWLEDGE, SKILLS & ABILITIES
  • Ability to communicate effectively both orally and in writing
  • Strong understanding of labor laws, regulations, and guidelines related to HR and contract negotiations and labor relations
  • Excellent consulting, coaching, and conflict management skills
  • Effective leadership related to budgeting, operations, management of staff, and technical training
  • Experience developing and cultivating diversity and equity policies and programs
  • Strong business acumen, learning agility, independent judgement, and high work ethic
  • Knowledge of data analysis and reporting
  • Knowledge of collective bargaining requirements and processes
  • Ability to be responsive, reliable, flexible, and forthright
  • Ability to establish effective working relationships with other directors, supervisors, staff, outside agencies, and the public
  • Strong understanding of the recruitment process, benefit administration, payroll, and other HR functions
  • Ability to proactively self-direct his/her own work and the work of others
EDUCATION / EXPERIENCE REQUIREMENTS:
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
  • 10 years of related experience in Human Resources or a closely related field.
  • Bachelor’s Degree in Human Resources Management, Business Management, Business Administration, or a related field from an accredited four-year college or university. Master’s Degree preferred.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
GENERAL REQUIREMENTS:
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the PWSA: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland
SUPERVISION EXERCISED / RECEIVED
Will supervise the Human Resources team / Will receive supervision directly from the Chief People and Culture Officer.
PHYSICAL DEMANDS

The physical demands consist of walking, climbing stairs, finger movements including fine dexterity and coordination, hearing conversation, seeing near and far, and speaking clearly. Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs.
CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment. Subject to remain on duty beyond normal hours or during emergency situations or other extensive periods.
MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.
PRE-EMPLOYMENT BACKGROUND INVESTIGATION:
Ability to successfully pass a thorough investigation consisting of a criminal history check,verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
