Job Description

The University of Maryland, Baltimore (UMB), Department of Human Resources, is currently recruiting for a Human Resources Data Analytics and Reporting Manager.


This position will work closely with HR team members and partners to provide expertise in survey design, data analytics and reporting for the HR department. This position will provide technical expertise and oversee the development and maintenance of HR reports and queries. This position review and analyze large data sets, identify patterns and trends, report on analysis and statistically relevant relationships, and translate results/analysis into clear and concise communication for key campus stakeholders.


This position will be part of the HR team and report to the Associate Vice President, Chief Human Resources Officer of Human Resources and will have a hybrid work schedule (in-office 3 days a week/remote 2 days).

Primary Duties:


Data Reporting, Analysis, Queries and Reports

  • Establish a consistent delivery of key performance metrics, dashboard, and reporting, including maintaining various data sources, evaluating efficacy of reporting with end users, monitoring utilization and impact of analytics, and effectively presenting data in an easy to understand, succinct, and visually appealing manner.
  • Extract and analyze data metrics and analytics to provide insights that will drive continuous improvement and sustainability in key HR areas, including workforce performance, recruiting, inclusion, turnover and engagement.
  • Meets regularly with team to gather work statuses. Discuss work progress and obstacles. Provides advice, guidance, encouragement, and constructive feedback.
  • Manage and oversee the development and implementation of a functional data and reporting strategy; develops work plan and manages and prioritizes deadlines. Leads and supports efforts to strengthen HR within the University, including developing and refining protocols and establishing strategic partnerships.
  • Leads efforts to build HR data, including development of scoping requests, review of data requirements, and validation of data through user testing. Delivers data and analytics in a reporting format which can be understood by all levels. Prepares ad hoc and standard reports for external reporting, such as USM and agency reports.
  • Use advanced data analysis techniques to interpret and analyze large data sets providing insights to determine operational impact, trends, and opportunities.
  • Serve as expert and point of contact on query and report development within Peoplesoft, Oracle PeopleSoft, Oracle Cloud HCM, Taleo, Percipio, meeting with internal and external staff and managers to determine reporting and query needs.
  • Leads problem solving sessions on various research efforts. Frames appropriate and achievable research objectives. Designs suitable methodologies to deliver to the agreed upon objectives and provide actionable insights. Drafts and reviews written data reports and other outputs. Creates and tailors presentations to various internal and external audiences.

Survey Design and Administration

  • Create, administer, analyze HR related surveys and communicate results; Serve as the point of contact for technical issues, resolves issues, performs ad hoc reporting, and develops survey reporting dashboard.
  • Creates reports, dashboards, graphs, infographics, and other methods to visualize data; present and explain findings to HR leaders and major stakeholders.
  • Identifying issues or problems with survey methodology or implementation that may have affected results.
  • Provide information and training to staff on survey development, use, and administration.

Administration of HR-related Information Technology Systems

  • Evaluate HR processes for automation and streamlining improvements and facilitate automations activities. Provide training on HR related systems and databases to HR staff.
  • Manage user permissions, access, and personalization for HR related data sources and systems including (PeopleSoft), Learning Management System (Percipio), Taleo (Recruitment System), SharePoint, etc.
  • Perform data quality assurance activities, including identifying and resolving any inconsistencies in data flow and data anomalies or errors data outside legitimate ranges, and illogical data responses.
  • Develops and maintains quality control systems and ongoing reviews of HR processes and practices based on analysis of process and procedures.
  • Collaborate with HR staff and stakeholders to identify system improvements and enhancements and recommend and implement viable solutions.
  • Work closely with HR leaders and legal counsel as necessary to respond to open records requests related to data on UMB employees.
  • Performs other duties as assigned.
  • Maintain high standards of confidentiality and in compliance with data privacy guidelines.
Qualifications


Education:
Bachelor's degree in related field.

Experience: Five (5) years of work experience in metrics and analytics, data analysis, reporting, and management, including survey design. Proven experience working with data and research techniques and methodologies, both quantitative and qualitative.


Knowledge, Skills, Abilities:

  • Skill in effective use of applicable HR related technology and data systems including Tableau, Qualtrics, JIRA, Oracle PeopleSoft, Oracle Cloud HCM, or Workday HCM.
  • Strong skill in using advanced Microsoft excel features including pivot tables, charts, database connections, and complex, nested formulas.
  • Demonstrated knowledge of a HR/People organization that will help build an immediate relationship of trust across the People team. Specifically, areas such as, Staffing, Performance Management, Learning and Development, and Compensation.
  • Outcome driven collaborator who is detail oriented.
  • Skill in presentation and training, to include providing technical human resources information to non-technical groups or attendees.
  • Knowledge of effective system and survey design techniques, administration, analysis, and troubleshooting skills. Demonstrated skill in designing advanced or complex queries, forms, and reports.
  • Solid analytical skills with the ability to interpret, summarize, and make recommendations based on data, including interpreting data from a variety of sources, preparing clear and concise documentation, identifying problems, and recommending solutions.

  • Ability to effectively communicate both verbal and written thoughts, ideas, and facts.

Hiring Range: $120,000 - $130,000 (Commensurate with education and experience)
