Description


The HR Assistant Manager will assist in the implementation of human resources services and process improvement strategies that align with the EOHHS mission and advance the goals and priorities of the agencies served. The incumbent will deliver high-quality human resources support and services to Agency employees, managers, and hiring managers in critical areas, such as staffing and hiring best practices, management hiring/promotions, and other HR services areas. This position will work in both the HR Office in Canton and the HR Office in Taunton.


Duties and Responsibilities (these duties are a general summary and not all-inclusive):


  • Facilitates the CORI process and ensures EHS regulations are followed.
  • Coordinates employee relations processes as appropriate.
  • Partner with EOHHS Talent Acquisition and HR Manager to deliver innovative solutions, tools, and processes to recruit a talented and diverse workforce.
  • Performs related duties as required including cross-functional unit tasks.
  • Supports survey-related work as it relates to accrediting bodies.
  • Support the Agency and Leaves Unit by reviewing reports and following up on requests and ensuring communication between the Agency and the Leaves Unit
  • Assists with onboarding of newly hired employees which may include ensuring that all appropriate new hire paperwork is completed and submitted within the required timeframes.
  • Act as liaison with Boston Central Office (BCO) Functional Units to ensure quality service delivery for Agency employees and managers.
  • Identifies training needs and train and support on-site HR staff and Agency employees on HR-related systems, policies, and procedures.
  • Work with Agency and Employment and Staffing unit to track the status of vacancies and run OBI reports to reduce time to fill.
  • Assists in identifying and producing management reporting needs, including standard and ad hoc reports.
  • Collects and analyzes human resource data and makes recommendations for process improvements.
  • Work with HR Manager to plan, develop and implement internal procedures and practices that align with EOHHS-HR and HRD policies, processes, and change management initiatives.
  • Support Hiring Manager with daily employment transactions and HR-related processes such as job postings, salary determinations, pre-offer activities, and other onboarding tasks that are completed within and outside of MassCareers.
  • Collaborate with HR Manager and classification and compensation Unit on pay equity evaluations, management salary discussions/adjustments, and job classifications for vacant and filled positions.


Preferred Qualifications


  • Strong ability to solve problems and resolve difficult situations or conflicts using sound judgment, experience, and expertise.
  • Ability to engage and develop relationships with agency employees.
  • Ability to prepare and handle confidential documents and sensitive information.
  • Demonstrated ability to multi-task, work under pressure and perform a variety of tasks in a fast-paced, deadline-driven environment.
  • Working knowledge of federal and state employment laws, including EEO/AA/ADA laws, regulations, and policies.
  • Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Visio.
  • Passion for innovative HR solutions and process improvement initiatives.
  • Ability to fully utilize HRIS systems including personnel (HRCMS) and recruitment (ATS), including Taleo experience.
  • Ability to effectively assist in implementing new policies and procedures to achieve agency goals and objectives.
  • Understanding of the importance/commitment to diversity initiatives, including shaping and developing a positive, inclusive, diverse, and supportive workplace culture.
  • At least three (3) years in an HR-related role (in the capacity of a Generalist, Project Manager, or Business Partner) working across multiple facets of Human Resources.
  • Highly collaborative style and flexible approach; willingness and demonstrated ability to work in teams, as both a lead and a supporting member.

Qualifications


MINIMUM ENTRANCE REQUIREMENTS:


Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.


Substitutions


I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.


II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.


III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.


IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.


V. A Doctorate degree in a related field may be substituted for the required experience.
