Job Description

Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

  • Strengthening health systems, social protection and employment.
  • Security and stability of countries in crisis/post-crisis situations;
  • Democratic, economic and financial governance;
  • Sustainable development;

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy.


This action aims to provide communication tools for cybersecurity awareness-raising campaigns in the beneficiary countries (Kenya, Somalia and Djibouti). Based on international good practices, the consultant will be responsible of designing generic communication materials for future campaigns. For that purpose, 5 awareness topics will be selected. In consultation with the project team, the public awareness specialist and relevant counterparts, he/she will be requested to:

  • Planification, agenda, and schedules
  • Converts abstract ideas into simple visual data concepts.
  • Conceptualizing and creating digital communication products for different digital platforms including videos and infographics, animations and digital Illustrations.
  • Contributes with creative ideas to reach and engage different audiences.
  • Some expected deliverables:
    • Gallery of pictures, infographics and animations related to selected cybersecurity topics for different platforms
    • Planification, agenda, and schedules
    • Others reports and works on request basis.
  • Prepare design submission schedules for various communications products.
  • Establish illustrative requirements to meet communications objectives
  • Assists in updating designs for countries’ awareness campaigns with the countries’ counterparts.
  • Assists in providing technical support for the design, layout, and mock-up of various communication products related to cybersecurity awareness.
  • Others reports and works on request basis.
  • Gallery of pictures, infographics and animations related to selected cybersecurity topics for different platforms
  • Assist in the planning and the production of graphic materials for the awareness campaign;
  • Assists in creation of design concepts and layout for the awareness communication tools (pictures, neutral infographics, animations). This includes:
    • Establish illustrative requirements to meet communications objectives
    • Prepare design submission schedules for various communications products.
    • Converts abstract ideas into simple visual data concepts.
    • Contributes with creative ideas to reach and engage different audiences.
    • Conceptualizing and creating digital communication products for different digital platforms including videos and infographics, animations and digital Illustrations.

Activities should be conducted in regards with the best practices in each domain.

This action will consist of designing tools to raise awareness of the dangers of cyberspace, good computer hygiene practices and everyone's responsibility in securing cyberspace.

Generic tools, adapted to each target, intended to raise awareness among all digital players (administration, companies, general public, etc.) of the dangers of cyberspace, good computer hygiene practices and everyone's responsibility in securing cyberspace, as well as the most appropriate methods for their dissemination.


The Horn of Africa (HoA) project, financed by the European Union (EU) and implemented by GIZ, FIIAPP and Expertise France (EF), aims to support the member states of the Horn of Africa (HoA) region to enhance their public sector service delivery through improved and secure digital delivery channels that contribute to a harmonization of policies and initiatives and the creation of a single digital market in the HoA region.

Indeed, the Horn of Africa Initiative (HoAI) launched in October 2019 by the governments of Djibouti, Somalia, Kenya, Ethiopia, and Eritrea to identify and harmonise regional approaches that address common challenges in the region. The present six member states of the Initiative (Sudan-May 2021) have set ambitious goals for a coordinated regional approach on issues ranging from regional connectivity and infrastructure, economic integration and employment promotion, to resilience building and human capacity development. The adoption of digital technologies, especially those that enable digital public service delivery, have been identified as bearing strong development potential and a strategic priority for the HoAI.

The Action therefore aims to support the HoAI member states in developing the necessary strategic, institutional, regulatory, and human capacities needed to establish regional digital government services. To secure digital services, the Action also focusses on strengthening an efficient, effective and sustainable cybersecurity in the region. It complements national related programs and regional initiatives, notably those supported by other development partners supporting HoAI.

The overall objective of the Action is to harmonise the regulatory, technical and legal initiatives in the HoA towards a single digital market.

The specific objectives of the Action are to enhance the digital service delivery of the HoAI through:

  • And to develop and improve national and regional cybersecurity in the HoA region.
  • Implementing regional e-government building blocks;

  • Having conduct or being involved in a digital or cybersecurity awareness campaigns would be an asset;
  • Work experience in Horn of Africa Region would be an asset.
  • Have at least five (5) years of work experience.
  • High School Diploma in graphic design, art or equivalent. Diploma in ICT field with training in graphic design industry or related graphics arts study from a recognized training institution.
  • Individual consultant;
  • Proven international work experience, or work with international organizations, would be an asset.
  • Proven experience in awareness campaigns content creation.
  • Proven experience in graphic design during the last five (3) years.

Approximately 80 working days
