Job Description

Position Title: Grants & Compliance Manager
Reports to: Finance & Administration Director, PIH-US
Location: Remote, with travel 2-3 times per year
Position Type: Full time

PIH-US accompanies visionary public health and community partners working to build strong, integrated, community-led health systems across the US. PIH-US currently supports local health departments, health providers, elected officials, and community leaders to define clear health and racial equity agendas, and provides technical advising and operational support to deliver on those commitments. Our current focus communities include: Montgomery, Alabama; Chicago, Illinois; Immokalee, Florida; Newark, New Jersey; New Bedford, Massachusetts; North Carolina; and Pima County, Arizona. Position Overview
The Grants & Compliance Manager will join a fast paced and dynamic team at PIH-US accompanying states, cities and communities across the US in ramping up more effective and equitable public health systems. As PIH-US transitions from an emergency COVID-19 response initiative to a longer-term program of Partners In Health, this person will play a critical role in building foundational systems and processes for the future. This is a great opportunity for a grants and compliance professional to work with inspiring local leaders to strengthen the capacity of a well-respected, high-impact organization, building an exciting new program in the United States.

Responsibilities:

Grant Fund Management & Reporting (30%)

  • Establish and maintain grant tracking tools, including for sub-awardees
  • Coordinate with PIH-US Finance Manager to prepare timely and accurate external financial reports that comply with all donor regulations; work with PIH-US site staff and sub-award recipients to confirm that reports are backed by adequate documentation and records
  • Lead budget revisions and reallocation requests, in collaboration with Finance Manager
  • Work with the PIH-US Finance Manager to monitor spending across grants to ensure appropriate expense allocation, timely use of funds, and compliance with donor’s operational and contractual requirements; document and monitor overall performance, analyze trends, highlight issues, identify gaps

Project Management and Coordination (40%)

  • In close coordination with the Director of Finance and Administration and Contracts Associate, provide project management support for negotiation of public sector contracts awards—ensuring clear timelines, adherence to roles and responsibilities, in order to complete agreements and sub-awards in a timely manner
  • Review draft award agreements and negotiate terms, in collaboration with Contracts & Compliance colleagues
  • Manage communication across PIH-US and U.S. Coordination Site teams related to grant/contract negotiations to ensure transparency, accountability and effective efficient collaboration in negotiation processes
  • Develop and monitor implementation of unique project management plans and tools for each award, in collaboration with project teams; ensure projects are adequately staffed, roles and responsibilities are clear, and project team members are informed of and prepared to perform their project-specific duties
  • Escalate concerns to relevant team leads when appropriate, and, in consultation with the program or technical lead, communicate to the donor any significant concerns or change requests in a timely manner
  • Guide and support teams to plan and implement strong award close-out, including handover of donor relationships to ensure donor stewardship continuity for ongoing and future projects.
  • Manage award reporting calendars and liaise with relevant staff to develop reports; review, finalize and submit high-quality reports, on time and in line with donor requirements.

Grant Compliance (30%)

  • Communicate and meet with the funder on financial or compliance aspects of the project, as needed
  • Complete grants compliance checklists and grant launch materials for awarded grants as needed to ensure staff managing the grant-funded project understand and have the resources to comply with the donor terms applicable to their grant-related activities
  • Coordinate with proposal leads and site grants management staff to respond to donor pre-award compliance inquiries and to ensure that compliance-related costs are included in proposal budgets.
  • Monitor ongoing compliance with donor requirements by working primarily with project leads, project managers, and finance manager to confirm and, where needed, build capacity for adherence to key policies and procedures and development of corrective action plans when necessary
  • Respond to ad hoc questions regarding interpretation or application of donor guidelines.
  • Provide training and support to program and site staff, so they have knowledge on the strengthening of internal controls, accurate records maintenance, and important donor regulations
  • Work closely with internal and external auditors to ensure efficiency and completion of annual audits, and to ensure that audit findings and recommendations are addressed and closed in a timely manner.

Qualifications:

  • Strong diplomatic and interpersonal skills and ability to build strong professional relationships with diverse stakeholders
  • Ability to work independently and effectively
  • Excellent financial and accounting skills with advanced Excel skills.
  • Sound judgment and ability to handle confidential information with discretion and professionalism
  • Bachelor’s-level degree in public administration, business, finance, economics, accounting, or a related field; Master’s preferred
  • Minimum of five years of experience in financial management of grants and government contracts; preference to those with US government—federal, state, local-grant and contract experience
  • Experience with grant compliance for state, county, or city-sponsored awards or subawards is strongly preferred.

  • Excellent analytical, organizational, and problem-solving abilities. The successful candidate will be conscientious, attentive to details, and driven by process improvement and delivery of a quality product as evidenced by prior work and education experience.
