Position Summary
The Grants Policy Manager will assist with federal, state, and local post award grants administration, regulation, policy, and guidance. The Grants Policy Manager will support state and local recipients in adopting and complying with financial assistance requirements, policy, and regulation to improve the overall grant related business processes.

Essential Job Functions
  • Analyze laws, regulations, executive orders, and other government-wide guidance.
  • Review content and conduct quality control/assurance.
  • Track edits, updates, and comments across multiple reviews of iterative content versions.
  • Support federal, state, and local government staff managing policy development on areas that policy or guidance may be improved to best serve stakeholder communities.
  • Provide advice and applied support to promote content accessibility, sustainability, and durability over time, including contemporary methods of publishing.
  • Ensure content achieves a consistent look, feel, flow and voice; is free from typographical and grammatical errors; and complies with government standards, including plain language guidelines.
  • Support implementation of relevant laws and regulations, as well as the development of regulations, policies, and other guidance, including drafting and editing content.
  • Advise federal, state, and local government policy staff on opportunities for innovation, areas of risk and risk mitigation, and strategic direction.
Minimum Job Requirements
  • Ability to analyze, summarize, and compile data and information.
  • Minimum 5 years’ experience in grants management, grant writing, policy analysis or related experience.
  • Experience with business process reviews and improvements.
  • Experience developing and analyzing grant policies for the federal government, a state or local government, a national organization, or a similar entity.
  • Experience presenting information to an array of audiences.
  • Expertise in the use of Microsoft Excel and Word.
  • Strong oral and written communication techniques, including in response to requests either internally or externally.
  • Experience and expertise in writing complex technical components of legislation, regulations, or other policy.
  • Ability to pass a federal public trust background check.
  • Strong analytical skills.
  • Bachelor’s degree preferably in business, public policy or public administration (or equivalent work experience).
  • Ability to perform detail-oriented work.
  • Knowledge of grants process, regulations, and policies.
  • Strong prioritization and time-management skills to balance ongoing responsibilities with urgent requests.
  • Ability to lead and collaborate with staff from a variety of backgrounds and skill sets, and to work in a team to improve processes or systems.
Preferred Job Requirements
  • Master’s degree in business administration, public policy or public administration.
  • Experience working with or for federal grantor agencies.
  • Relevant professional certification (i.e., CGMS, GPC, PMP).
  • Specific experience with Broadband, Energy, Infrastructure, or Transportation grant programs.
Work Schedule
May be required to work extended hours as necessary to support business need.
