Gis Analyst Jobs

The City of Winchester is now hiring for a GIS Analyst! This position performs highly technical tasks related to the utilization of geospatial and/or geographic data, maps and applications. This position is also responsible for the creation and maintenance of geographic information, manipulation of geographic data, spatial analysis, materials and document preparation related to all City departments with a strong emphasis on city Public Services department.

• Performs and or coordinate data collection utilizing City?s survey grade GPS unit and ESRI based field applications, and RTK drone.
• Assist GIS Manager with large City-wide projects that fall outside Public Services department.
• Provides guidance and assistance to GIS Technician within Public Services department in collecting and maintaining GIS data.
• Provide GIS technical assistance to all Public Service department divisions.
• Digitizes, edits, and updates new and existing GIS utility datasets using ESRI ArcGIS software
• Perform mid-level GIS analysis and assists secondary users in performing GIS analysis.
• Maintain and create data standards related to public utility datasets (storm, water, and sewer)
• Assist GIS Manager in designing, implementing, and making recommendations to further advance the use of GIS technology for City departments.
• Works with GIS Manager and Technician to establish and maintain the GIS database structure, tables, forms, and reports for Public Services GIS datasets/PubWrks software.
• Other duties as assigned.
• Reads and interprets survey plats, topographic maps, construction layouts, record drawings, engineering plans, as-built drawings etc.
• Perform data updates and maintenance on Public Services asset management software.
• Develops GIS tools, provision of maps, charts, graphs, and related information for Public Services Department.

Education and/or Experience:?Any combination of education and experience equivalent to a Bachelors Degree in Geography, Cartography, or Geographic Information Systems (GIS) is required. Three-five years experience in GIS database design and data use in government GIS applications is required.

Certificates, Licenses, Registrations:? Possession of a valid and appropriate driver?s license and any other certifications required of the job.

Language Skills:?Ability to read and comprehend. Ability to write using proper grammar, punctuation, and spelling. Ability to speak and communicate effectively using correct English.?

Other Knowledge, Skills and Abilities:??In-depth knowledge of GIS concepts, spatial analysis, modeling; In depth knowledge of visualization techniques, and principles and practices of cartography; working knowledge of Enterprise GIS software; working knowledge of Microsoft .Net environment, Python, JavaScript, SQL, HTML; working knowledge in design, creation, and maintenance of relational database systems SQL Server principles; Ability to design attribute databases, and associate descriptive data with map features. Knowledge of development and management of automated map libraries and data dictionaries. Ability to analyze users needs, process and procedures to develop GIS applications; Maintain documentation of customizations; Translate technical terms into terms that are understandable to management; Ability to work with multidisciplinary team on projects utilizing GIS; Provide end user training to City staff; Ability to establish and maintain professional relationships; Effective oral and written communication; ability to prioritize workload.
