Job Description
Position Information

One vacancy currently exists within the Chico Fire Department.
The ideal candidate will be able to effectively manage and lead the Fire Prevention Bureau. This includes: overseeing day-to-day operations and staffing; exercising good judgment and develop and sustain effective working relations; creating a team identity and leveraging team dynamics to enable constructive and productive work groups. Additionally, the ideal candidate will have excellent verbal and written communication skills, the ability to assume individual initiative to set work priorities based on assignments while maintaining good employee morale and motivation and to oversee the Bureau's budget.
Salary placement upon hire: Employees may expect to be placed on the salary range between steps A - F; however, additional steps may be considered based on prior education and experience. Pay rate increased of 5% slated for July 2023.
Union: This position is covered by the Chico Fire Management Employees (CFME) labor group.

DEFINITION
Under general direction, implements a comprehensive fire prevention and life safety program; participates in firefighting, emergency medical services, rescue, and hazardous materials response as required; provides responsible and highly technical staff assistance; and does related work as assigned. The Fire Chief delegates the City of Chico’s Fire Marshal to fulfill the requirements as outlined in NFPA 1037 (Standard on Fire Marshal Professional Qualifications).
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Fire Chief or their designee. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.
CLASS CHARACTERISTICS
This classification oversees, directs, and participates in all activities of an assigned division within the Fire Department, including development and administration of departmental policies, procedures, and services. This class provides assistance to the Fire Chief, or designee, in a variety of Fire service, inspection, administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of California fire and building codes, public policy, City functions and activities, including the role of the City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing divisional planning and operational goals and objectives, and for furthering City goals and objectives within general policy guidelines.

  • Perform related duties and responsibilities as required.
  • Authorizing operational permits, as needed and required by the California Fire Code; *
  • Development and management of assigned budget; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend fiscal adjustments as necessary; research, develop, and prepare grants; *
  • Represent the Department when interacting with other agencies, City departments, community members, government officials, business groups, community representatives, and professional associations; *
  • Supervising the department’s public safety education and community outreach program.*
  • Ensuring fire prevention codes and ordinances are adhered to for new construction, existing commercial facilities/buildings and other occupancies as identified to correct any hazardous conditions;*
  • Managing emergency management activities to include developing applicable disaster and large-scale plans, managing Emergency Operations Center (EOC) operations, and other related activities as assigned;*
  • Subject to emergency recall during off-duty hours to assist and support the incident commander during large-scale emergencies or disaster operations; *
  • Prepare and review reports, proposals, memoranda, studies, and other related documentation concerning department operations, programs, and activities; receive and assess a variety of documents, reports, and statistical information; *
  • Conferring with developers, architects, contractors and other City officials regarding fire safety and prevention needs; *
  • Participate in strategic and long-range planning to include identifying goals and establishing priorities; monitoring and evaluating overall performance and progress of strategic objectives and goals; adjusting priorities to accommodate changes in resources, legal and regulatory environment, and Department or City needs; *

  • Oversee the Community Risk Reduction program that includes:
    • Overseeing the Fire Prevention and Life Safety Bureau;
      • Researching and recommending new or revising existing fire safety and prevention standard operating guidelines, department policies, regulations, and/or ordinances; *
      • Performing technical plan checks involving residential, commercial, and industrial projects as well as new development plans; *
      • Conferring with developers, architects, contractors and other City officials regarding fire safety and prevention needs; *
      • Authorizing operational permits, as needed and required by the California Fire Code; *
      • Ensuring fire prevention codes and ordinances are adhered to for new construction, existing commercial facilities/buildings and other occupancies as identified to correct any hazardous conditions;*
    • Overseeing the Fire Investigation Team (F.I.T.) program by coordinating with and assisting the F.I.T. Coordinator with compiling evidence, interviewing witnesses, and assisting in the prosecution of persons charged with violating fire prevention laws and fire-related criminal matters; *
    • Managing emergency management activities to include developing applicable disaster and large-scale plans, managing Emergency Operations Center (EOC) operations, and other related activities as assigned;*
    • Supervising the department’s public safety education and community outreach program.*
  • Ensure compliance with applicable labor, employment laws and memoranda of understanding; *
  • Select, train, evaluate, coach and mentor assigned personnel; instructing personnel in the proper performance of their duties, ensuring compliance with rules, regulations, city and department policies and procedures, and appropriate and safe operation and use of equipment, apparatus, vehicles, and protective gear; *
  • Overseeing the Fire Investigation Team (F.I.T.) program by coordinating with and assisting the F.I.T. Coordinator with compiling evidence, interviewing witnesses, and assisting in the prosecution of persons charged with violating fire prevention laws and fire-related criminal matters; *

  • Serve as the Fire Prevention Bureau Supervisor that includes, but is not limited to:
    • Select, train, evaluate, coach and mentor assigned personnel; instructing personnel in the proper performance of their duties, ensuring compliance with rules, regulations, city and department policies and procedures, and appropriate and safe operation and use of equipment, apparatus, vehicles, and protective gear; *

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is frequently required to walk, occasionally on uneven surfaces; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl, occasionally in confined spaces; and taste or smell.
The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 175 pounds or more with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Employee must frequently utilize vehicle, radio, pager, personal computer, calculator, phone, personal protective equipment, standard firefighting, hazardous materials response, rescue equipment, and emergency medical equipment.
ENVIRONMENTAL CONDITIONS
While performing the duties of this job, the employee regularly works in outside weather conditions ranging from below freezing to in excess of 100 degrees Fahrenheit. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate except on emergencies where it may be loud.

Qualifications

Knowledge of:

  • Federal, State, and local laws, regulations, and codes pertaining to fire suppression and prevention;
  • Principles, practices, and procedures of modern firefighting, rescue, emergency medical services, hazardous materials response, fire investigation and fire prevention;
  • Principles of combustion and hydraulics;
  • Principles and practices of supervision, budget management, and performance evaluation.
  • Developing disaster and large-scale plans, Emergency Operations Center (EOC) operations, and other emergency management activities as assigned;
  • Geography, types of building construction, water supply, and major fire or life safety hazards within the City of Chico;
Ability to:

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: An associate degree in Fire Technology, Fire Protection Engineering or other related; completion of the course work required to qualify for the California Fire Service Training and Education System (CFSTES) certification in the following: Fire Marshal or Plan Examiner and Fire Inspector II. Obtain the Fire Marshal certification within two years of appointment.
Experience: At least three years of fire prevention experience including plan check/review and inspection.
Licenses and Certifications:
  • Valid Class C California Driver License with Firefighter Endorsement (Valid Class A or B with Firefighter Endorsement is Optional)
  • Cardiopulmonary Resuscitation (CPR) and Automatic External Heart Defibrillator (AED) certification
Desired Qualifications:
  • Five years of full-time paid firefighting experience comparable to the City of Chico’s Firefighter classification.
  • Certification as an Emergency Medical Technician (EMT)
  • CFSTES Firefighter I certification
  • CFSTES Fire Marshal certification
  • CFSTES Chief Fire Officer certificate or the equivalent (e.g., Chief Fire Chief [CFO] or Executive Fire Officer [EFO) designations)
  • CFSTES Hazardous Materials First Responder-Operational and Decontamination certification
  • A Bachelor’s Degree in fire management, education, or a related field.
