Overview

The Worker Safety and Health Division promotes a safe working environment for and "safety aware" attitude in all PNNL employees, visitors, vendors, and subcontractors. We are also concerned with the safety, health, and welfare of our local communities and other members of the public who are impacted by PNNL operations. Our goal is to partner with stakeholders to deliver innovative solutions that are risk-based and cost efficient.

The WS&H staff believes that excellence in safety is compatible with and mutually supportive of excellence in all business objectives, such as quality, productivity and profitability. Safe, healthy staff have a positive impact on the Laboratory's work and enhance our creditability in the marketplace and in the community.


This position is responsible for establishing the Laboratory's worker safety engineering programs to assist line and operations management in ensuring a safe and healthy workplace is provided to all employees, visitors, vendors, and subcontractors of the Laboratory by performing the following duties:

  • Maintains balance between compliance, customer satisfaction and budget constraints.
  • Responsible for ensuring programs are consistently rated “excellent” or “outstanding” by both internal and external customers.
  • Interfaces directly with staff and management at all levels, and with external customers including DOE-PNSO line management and Environmental Safety & Health (EH&S) staff.
  • Establishes systems to identify, evaluate, and control hazards in the workplace and provides direct technical assistance to those conducting work.

Responsibilities
  • Directly supervises Fire Protection Engineers (FPE), Mechanical Engineers (ME) with (Ventilation and Pressure Safety SME function), and Electrical Safety SME/Delegated Authority Having Jurisdiction functions in the development, implementation and assessment of Worker Safety & Health (WS&H) Programs designed to comply 10 CFR 851 requirements for worker protection.
  • Selects, trains, develops and coaches multi-discipline professionals engaged in the implementation of safety engineering programs.
  • Works collaboratively with Research and Facility Managers to understand applicably of external source requirements to PNNL R&D Operations and provide innovative solutions to protect workers and facilities and enable research.
  • Establishes internal processes and standards to produce accurate and defensible positions to assure compliance with required by 10 CFR 851 and applicable DOE Orders.

Qualifications

Minimum Qualifications:
  • MS/MA or higher and 8 years of experience
  • BS/BA and 10 years work experience -OR-
Preferred Qualifications:
  • Certification or eligibility as a Professional Engineer (PE).
  • Demonstrated experience in deployment of safety programs in a DOE/DOD Operations and/or Laboratory Environment.
  • Demonstrated experience in the development, implementation, and assessment of ES&H Programs in accordance with US Department of Energy Requirements.
  • Working knowledge of US Occupational Safety and Health Administration regulations, and associated consensus standards such as but not limited to NFPA, IEEE, NEC ANSI and ASME.
  • Bachelor’s degree in Engineering.
  • Project Management Professional (PMP) Certification.

Hazardous Working Conditions/Environment
  • Must be able to qualify as a Radiological Worker.
  • Work in laboratory, facility maintenance, and construction environments.
  • May work and collaborate with Lab Leadership Team for risk assessment activities for on and offsite work.
