Job Description

The Office of Equity and Human Rights (a division of the City Manager’s Office) is seeking a highly qualified and experienced Equity Programs Consultant, Principal (Human Rights Manager) to join our team. The Equity Programs Consultant, Principal (Human Rights Manager) will be responsible for overseeing aspect of civil rights compliance, investigations, education and outreach, ensuring that our policies, procedures, and practices are aligned with federal, state, and local regulations. The successful candidate will have a strong background in civil rights law, policy development, and program management
The Equity Programs Consultant, Principal (Human Rights Manager) occupies a highly visible position within the organization and the City. The person selected must be trusted and respected both personally and professionally by peers, colleagues, staff, and elected officials. This position also has significant policy and financial authority and will also play a key role in the City of Tacoma's Anti-Racist Systems Transformation efforts.
Office of Equity and Human Rights
Tacoma hosts a vibrant and passionate community deeply engaged in race and social justice actions to create sustainable change. The City of Tacoma partners with numerous cultural organizations, social justice advocates, and nationally recognized institutions, including the Government Alliance for for Race and Equity, National League of Cities, and International City Management Association (ICMA) to lead efforts in advancing racial equity. In addition, we work in close collaboration with government and non-government entities in the region to create a socially just and equitable place for all.
Key Responsibilities:
  • Collaborate with other departments to ensure that civil rights considerations are integrated into all aspects of organizational operations and decision-making
  • Develop and maintain relationships with community organizations and other stakeholders to advance civil rights initiatives
  • Develop, implement, and monitor civil rights programs, policies and procedures to ensure compliance with federal, state, and local regulations
  • Prepare and deliver correspondence and presentations on division issues to the City Manager, City Council and a variety of internal and external agencies and organizations, as required.
  • Maintain up-to-date knowledge of civil rights laws and regulations and communicate changes and updates to relevant stakeholders
  • Interprets and explain Title VII of the 1964 Civil Rights Act; The Fair Housing Act; the Washington State Law Against Discrimination (RCW 49.60); and the City’s statutes (1.29), regulations, and policies.
  • Provide leadership and supervision to division staff; conduct division staff meetings to develop program plans, budgets, strategies and recommendations.

QUALIFICATIONS:


Minimum Qualifications
Graduation from an accredited four-year college or university with a Bachelor's degree and five (5) or more years’ experience in civil rights enforcement or related diversity, equity and inclusion work including 1 year prior at senior, lead and/or supervisory level.
  • Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements
Ability to utilize alternative methods of transportation to carry out job-related essential functions or possession of valid Washington Driver's license at time of appointment with maintenance thereafter.

Knowledge:
  • Systems thinking skills and the ability to integrate work processes with other divisions, facilitating results through others
  • Demonstrated ability to manage complex projects and initiatives, with a strong attention to detail
  • Knowledge of investigative methods and case management strategies with the ability to train others in those methods
  • Principles and procedures of budget development and monitoring
  • Advanced understanding of the principles of equity, diversity and inclusion (EDI)
  • Strong understanding of federal, state, and local civil rights laws and regulations, including Title VI of the Civil Rights Act, the Americans with Disabilities Act
  • Knowledge of management principles, practices, and the ability to manage a diverse staff
  • Excellent analytical, problem-solving, critical thinking and communication skills
  • Ability to work collaboratively with colleagues at all levels of the organization, as well as with external stakeholders
