Oversees and coordinates the Environmental Affairs Division education programs. Work involves providing technical and consultative assistance and support for agency staff regarding ENV educational and training programs, and ensuring program effectiveness and efficiency while achieving strategic objectives. Work may require contact with private or government entities and the public. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Coordinates extensive internal and external training and continuous process improvement programs for Districts, Divisions, and Offices for compliance with National Environmental Policy Act (NEPA) assignment requirements and other environmental laws and regulations.
- Performs other job responsibilities as assigned.
- Develops standards and polices for the departmental environmental training program.
- Monitors and reports on the progress and schedule of the environmental training program/projects and communicates with stakeholders, management, and other relevant parties to ensure appropriate management of the program for the department.
- Oversees multiple training projects with multiple stakeholders using instructional system design and project management methodologies.
- Develops training courses to be delivered in multiple formats.
- Evaluates statistical data, interprets results and prepares reports on effectiveness of program activities.
- Coordinates the planning and implementing of training on specific programs, including classes, seminars and conferences.
- Develops evaluation strategies and tools to monitor program performance.
- Conducts curriculum reviews, revisions and updates training content.
Minimum Qualifications:
Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years of experience in training, instructional system design or curriculum design and development, or related experience. (Experience can be satisfied by fulltime or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

- Planning a program of improvement projects to accomplish a set of performance goals
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Process improvement methodologies
- Work independently in a results oriented environment
- Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
- Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions
- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
- Using computers and applicable programs, applications, and systems
- Alternative training delivery methods including computer-based training, interactive course work and distance learning
- Preparing detailed reports
- Communicating complex ideas and information clearly, concisely, and effectively
- Researching, analyzing and solving complex technical, operational and managerial issues
- Program/project evaluation methods and techniques
- Performance monitoring and reporting standards
