The State of New Hampshire, Department of Health and Human Services, Division for Children, Youth, and Families has a full time vacancy for Director.
SUMMARY:
Provides strategic leadership, programmatic oversight, management and operational direction for agency-wide programs and staff of the Division for Children, Youth and Families (DCYF), including Child Protection, Juvenile Justice Services, and the Youth Development Center. Ensures the integrity and effectiveness of agency business processes and supports critical business strategies by managing the development, implementation, maintenance and evaluation of practice initiatives and continuous program development. Provides oversight to the statutory and practice responsibility for the safety, permanency and well being of the state’s children, youth and families and the supervision and rehabilitative needs of youth adjudicated under state law as delinquent or as Children In Need of Services (CHINS).
RESPONSIBILITIES:
Collaborate with government entities, advocacy organizations, philanthropic entities, non-profit organizations to develop and support broad-based child and family serving systems with the goal of meeting the needs of children, youth, and families before formal child protection or juvenile justice system involvement is required.
Develops and executes strategic, evidence-based initiatives, goals, plans and standards for the operation of a statewide child protection/child welfare/juvenile justice delivery system, which administers protection, prevention, child development and youth rehabilitative services and programs on behalf of New Hampshire’s children, youth and families. Approximately 15,000 children and their families are served annually by approximately 700 staff and with an annual budget of approximately $147 million.
Provides strategic planning, operational management and direction for programs and staff who provide a range of comprehensive and flexible family-centered services and supports including: family engagement; case planning; community and home based services; out-of-home care; juvenile justice field services; and secure rehabilitation and detention with the overall goal of meeting the needs of parents, children and youth by strengthening the family system.
Leads, directs and supports a high performing Management Team to ensure the effective development, implementation, management and evaluation of programs, services, and staff. Supports an agency-wide safety culture of physiological safety, open communication, accountability, professional integrity and innovative problem-solving. Supervises and mentors Bureau Administrators and other subordinate employees, assesses training and professional development needs and actively ensures staff is afforded the tools, training and resources to succeed in their roles.
Directs and coordinates activities of the agency in accordance with authority delegated in State and Federal mandates, with full accountability to the DHHS Commissioner and State Legislature. Ensures compliance with all State and Federal laws and regulatory agencies, including oversight for accurate and timely reporting. Develops and advises the Commissioner and DHHS Executive staff on legislative policy initiatives.
Directs and oversees staffing activities including recruitment, retention, training for new and incumbent staff, workforce development and resource utilization.
Establishes positive, solution-oriented relationships and interacts effectively with a broad array of external stakeholders including: the Office of the Governor, NH Legislature, Office of the Child Advocate, community partner agencies, consumers, planning and advisory groups and federal agencies to provide information regarding DCYF programs, services and goals and engage in consensus building around common goals. Represents the agency and the Department in a variety of public settings.
Coordinates with the Office of Finance in the development and oversight of the agency budget to meet prioritized needs. Testifies before Legislative committees to provide programmatic and resource information and communicate the needs of the agency. Collaborates with Legislative officials for appropriation of funds and support of policy.
Oversees and directs the agency’s continuous quality improvement plan and the coordination of internal reviews, monitoring and improvement plans for staff, and practice initiatives for outcomes and compliance with mandates.
Reviews and approves the Divisions contracts and ensures Division staff supervise contracted service activities through statistical, financial and program evaluation in order to assure accountability and that operational goals and objectives are met.
MINIMUM QUALIFICATIONS :
Advanced Degree with a concentration in Social Work, Human Services or related fields. Eight years’ experience in Management or Administration in a governmental or non-profit agency is required. Five years of experience working with children, youth, and families as part of the child and family serving system—preferably experience working within the child protection, juvenile justice, and children’s behavioral health systems—is required.
LICENSE/CERTIFICATION : Valid driver's license and/or access to transportation for use in statewide travel.
