Job Description

The Program Coordinator works under the direction of the Blind Children's Vocational Discovery and Development Program Policy and Program Development Manager within the Office of Independence Services. Performs senior level development of policy and training for the Blind Children's Program. Monitors work of regional staff and conducts quality assurance case reviews to determine compliance with laws, regulations, policies and procedures. Provides training and mentoring to field staff statewide. Ensures adequate coverage of vacant caseloads. Represents the program at meetings, conferences, and seminars. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions
EJF 1. Develops and provides training and technical assistance for the Blind Children's Program staff to ensure quality service delivery. Facilitates on the job training for new hires within required timeframe. Provides ongoing training and support of staff based on staff and program needs. (30%)
EJF 2. Coordinates and performs quality assurance activities related to Blind Children's Program service provision, including but not limited to case reviews, observation of staff and assessment of staff training needs. Evaluates compliance with program polices and provides input/documentation to supervisors that assesses staff's accomplishments, work progress and recommendations for professional development and growth. (15%)
EJF 3. Develops policies and procedures, which includes programmatic policy and procedure development, analysis, and implementation. (20%)
EJF 4. Coordinates and provides coverage for vacant caseloads as needed. (10%)
EJF 5. Provides input to program development, legislative analysis and policy based on program expertise related to case management systems, purchasing requirements, and the provision of direct services. Provides analysis and produces reports relevant to program development outcomes, quality assurance activities and training. (15%)
EJF 6. Reviews and evaluates information on service delivery system methods, outputs, and activities to identify and report on gaps in resources and recommend program improvements and/or initiatives to meet client needs. (10%)

SALARY NOTE: The posted salary range reflects the minimum and maximum allowable by state law. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
