Overview:
The Director Programs will be regarded as the subject matter expert in Program Management.

This person will be responsible for achieving growth plans by meeting/exceeding customer expectations and driving program execution through effective and consistent adoption of sound program management methodologies. The Director Programs will also be responsible for instituting PM/LCM rigor across the site, working to leverage best practices and develop the programmatic capabilities of every site. This person will improve the capacity of the businesses to execute customer programs and company-funded projects through harmonizing the use of lifecycle management processes and tools, flexing to the unique needs of each business across the portfolio. The Director Programs will assess PM team capabilities against domain competencies and collaborate with Business Area Leads to address ways to strengthen the practice and art of the discipline. This person may also be responsible for overseeing site business change projects or particular customer programs to reduce risk exposure and optimize opportunities.
Responsibilities:
  • Advise leadership of better ways to operate programs and embed improvements.
  • Counsels during, and may lead as required, the development of program plans. Actively participates in program planning efforts as a trusted advisor and partners throughout the phases of the program lifecycle to ensure teams are delivering within time, cost, quality and performance benefits.
  • Assumes ownership and accountability for program processes and performance of site teams against those processes, triangulating with Division Leads who are responsible to address gaps. This involves working closely with these organizations across all stages, from strategic planning, delivering forecasts, on to tactical program operations.
  • Direct execution of business change initiatives and assigned projects to ensure the portfolio remains balanced and achieves intended outcomes.
  • Supports site BD/Sales teams during the bid phase of new programs (existing customers) by advising on negotiations, and at times, be involved in the undertaking. Act with the awareness of all programmatic activities across the BU to identify synergies among customer negotiations, capitalizing on relationships and commonalities to the betterment of the site on the whole. Including identifying risks and dependencies within projects and across teams, generating solutions and recommendations to address issues.
  • Defines and identifies the required expertise and provides feedback on program performance to team members and their direct managers. Responsible for planning, budgeting, staffing and implementing training & development programs required by the PM function, including the formal assessment of talent competency.
  • Strengthens the interface between program management and BD, Sales, Engineering, Divisions, Operations (internally) and the customer base (externally). Serves as the liaison to the customer in situations that warrant more senior level organizational involvement.
  • Builds an externally focused program management organization. One concentrating on proactive customer visits, actively contributing to strategic growth planning for their business areas, and achieving the planned growth through new business/existing customer success.
  • Serves as a customer sounding board across the location, advocating: schedule; cost; resource allocations; risk mitigation; and change management that is required for strong program execution thereby, meeting/exceeding customer commitments and contributing to the growth of the site.
  • Ensures effective program management processes are adopted or adapted (site/portfolio dependent) in a consistent and harmonized manner embedding a rigor and energized focus throughout site program management teams.
Qualifications:
Minimum:
  • Ten (10) years of progressive responsibility in a fast-pace manufacturing environment (including solid leadership with a RF/Microwave program management environment)
  • Bachelor's degree in Business, Manufacturing, or other relevant field
  • Proven success in managing projects through production material control/scheduling, engineering principles
  • Able to obtain and maintain security clearance (US Citizenship required)

  • Strong reasoning skills: ability to define problems, collect data, establish facts and draw valid conclusions; ability to interpret an extensive variety of technical instructions in mathematical diagram form and deal with several abstract and concrete variables

  • Master of Arts degree in Business Administration
  • Strong mathematical skills: ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis or variance, correlation techniques, sampling theory and factor analysis; advanced engineering math skills; ability to perform intermediate algebra and geometry mathematical equations; experience with quality measurement tools such as Minitab
  • Strong communication skills: ability to read, analyze and interpret professional journals, technical procedures, or governmental regulations; ability to write reports, business correspondence and procedure manuals; ability to speak effectively present information and respond to questions from group of clients, customers, the general public and management at all levels; ability to communicate with quality, integrity and respect in a way that inspires others and encourages innovation and possibilities;
  • Dedication to professionalism: remain engaged, proactive and positive even in tough circumstances; own assignments and be fully accountable for their success; align actions, behaviors and conversations to what matters most; bring out the best in others and recognize the value in every person’s contributions; ability to work independently being proactive to resolve work issues or notify supervisor of resources needed; ability to coordinate with other employees and as part of a team
  • Strong computer skills: exposure to a networked environment using a Windows and/or Windows like interface using Microsoft office suite such as Word, PowerPoint, Excel, Project, and Outlook; ability to use Enterprise-wide information systems such as SAP

Salary Range:

$157,000 - $215,000 annually.
Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate. Annual bonuses are designed to reward individual contributions as well business results.
