At the Port of Seattle, we anticipate making salary offers between the minimum and midpoint of the salary range. Offers will be based on experience similar to the Port job being applied for as well as a review of pay rates for Port employees performing similar work. Salary ranges are under review and subject to change.

Some of what you'll be doing:

The Director of Organizational Effectiveness leads a team of HR employees to deliver HR solutions to align HR work with business strategies across the Port. As a trusted advisor and liaison between HR and the business leaders, influence and lead organizational change to support evolving Port needs. Provide leadership to multiple HR functions including HR Business Partners, Internal (Employee) Communications, HR Data Analytics, and HR Technology Systems.

  • You provide direction to the HR Technology function ensuring an integrated and strategic approach to all aspects of all technology systems used to support HR work. Ensure effective partnerships between HR technology and other functional HR groups to ensure HR business needs are met and technology solutions are utilized to provide efficiencies as much as practical. Facilitate decisions at the HR leadership team level to prioritize technology-related work across the department.
  • You will establish effective relationships within HR to support the Business Partner role as a liaison between HR functional areas and business units. Ensure processes are established and implemented to bring business unit needs and priorities to HR functional areas and incorporate them into HR business planning activities. Set direction for the implementation of HR programs, systems, and processes across the Port. Establish strategic priorities for driving change across the Port through the Sr. Organizational Business Partner function. Demonstrate the strategic value of the business partner function throughout the Port and support the development of effective relationships between business partners and the Port groups they support.

  • You will provide leadership and direction to the HR Organizational Business Partner team, HR Data Analytics, HR/Internal Communications, and HRIS Technology functions. As a member of the HR Leadership team actively participate in HR department leadership including developing and managing the department budget.
  • You provide leadership, career development, and engagement to the Organizational Effectiveness leaders and team. Develops and implements strategies that drive OE through the organization. Ensures OE strategies align with HR and POS direction as well as other HR strategies and philosophies. Directs organizational changes within the areas of responsibility. Leads actions (or directs the leadership by others) to develop and implement new or revised OE programs. Uses a variety of information sources, including employee feedback, focus groups, industry best practices, and data to inform the development of new or updated plans, programs, or processes. Demonstrates and expects personal and department accountability to the Port’s values and ethics.
  • You’ll serve on ad-hoc committees or teams as needed. Convene and lead teams as needed to continue to enhance and develop program areas.
  • You’ll ensure the HR department’s communications needs are thoroughly understood, effectively managed, and ultimately met. Direct the development and execution of HR Communications plans and strategies. Provide leadership to the design and develop communication tools that provide information to the organization and gather employee suggestions and feedback—partner with the Port’s External Relations team to continuously improve employee communications within the Port.
  • You will set direction and provide leadership to the HR data analytics function to provide data within HR and across the Port to support data-driven decision-making. Guide establishment of HR business processes and practices for how data is gathered, used, and shared by HR staff, including employees in other functional HR groups. Direct the establishment, enhancement, and maintenance of an HR Dashboard with data available for use within HR as well as across the Port. Support HR staff utilizing dashboard data to support their work.
Who you are:

  • Expertise – You’re knowledgeable about leading and managing effectively. Knowledge of new or emerging methodologies, processes, and tools in change management or performance improvement. Knowledge of leadership development methodologies including assessment, system thinking, team building, process improvement, and strategic planning and measurement.
  • Business Acumen – You know business and management principles involving strategic planning, resource allocation, HR modeling, leadership technique, production methods, and coordination of people and resources—knowledge of general office practices and procedures.

  • Desired – We hope you have SHRM or related HR Certifications.
  • Leadership – You provide vision and leadership for the functional department and organization. Moves seamlessly from strategy to tactics and effectively executes a plan. Delegates responsibilities and motivates staff to complete tasks. Creates a shared purpose, vision, and direction for the Organizational Effectiveness group and inspires the team to work towards it. Develops and implements strategies that align with organizational goals. Understands how to get things done and achieve objectives working with others in an organizational context. Collaborates with others to build partnerships with key individuals or groups.
  • Experienced – You have seven (7) years of experience in multiple HR functions, including coaching and consulting with leaders at all levels of the organization. In-depth experience in at least two HR functional areas; including five (5) years of staff supervision, budget, contract, and management experience.
What else you need to know :
  • Washington State Residency Requirement – Employees must establish a residence in Washington State within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
  • Work Environment – You will primarily work in an office environment. This work will take place in a hybrid remote/in-office setting at Management’s discretion.
  • Security Requirements – As a successful candidate, you will/must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
