Job Description


The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking a Director of Operations to join the team at the Civil Commitment Unit for Sex Offenders (CCUSO). This is a full-time position with on-call responsibilities. We also offer a strong opportunity for advancement, growth, and development.


The Director of Operations is responsible for leading security, operations, personnel, and administrative support activities within CCUSO in Cherokee, IA. This position leads the CCUSO Management Team and establishes program operating guidelines, ensuring services provided are in accordance with departmental, state, federal, and licensing/certification standards. The Director of Operations monitors program operations and security practices through subordinate managers and supervisors to ensure facility and departmental objectives are being met. This position serves on several key leadership committees and will develop, implement, and monitor policies to carry out the operations of the facility. This position will also oversee infrastructure projects related to security and operations and respond to various requests for information from internal and external agencies. The Director of Operations directly oversees a team of 9 supervisors, as well as administrative support positions, and is indirectly responsible for over 130 employees.

CCUSO provides a secure, long-term, and highly structured setting to treat sexual offenders who have served their prison terms, but, in a separate civil trial, have been found likely to reoffend. CCUSO has a 5-phase treatment program that includes group and individual therapy, psycho-educational programming, physiological assessments, and transitional release. Patients may also be court ordered into the community through supervised release. Treatment is determined using the Risk-Need-Responsivity Model based on the principles of respect for the person, behavior is changeable, and services align with the individual’s needs.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Two years of full-time work experience work in program administration, development, management, or operations; and
  • Eight years of full-time work experience in program administration, development, management, or operations.
  • All of the following (a, b, and c):
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
  • Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
  • All of the following (a and b):
  • Four years of full-time work experience work in program administration, development, management, or operations; and
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is


also equivalent to one year of full-time experience or education.


  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
