Department Information
Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration’s priorities. The Office of the Lt. Governor leads a broad portfolio of programs, including Aerospace and Defense, the Colorado Commission of Indian Affairs, the Colorado Disability Funding Committee and Disability Policy, the Office of eHealth Innovation, the Office of Saving People Money on Health Care, and Serve Colorado.

Position Title: Deputy Chief of Staff
Department: Office of the Lieutenant Governor
Salary Range: $80,000-$90,000
FLSA Classification: Exempt
Organizational Relationships: This position reports to the Chief of Staff (COS) to Lt. Governor Primavera. This position supervises the Executive Assistant to Lt. Governor Primavera and the Press and Community Engagement Coordinator. In addition, this position occasionally manages Governor’s Office Executive interns
Expected Annual Travel: Occasional in-state travel.
Summary Of Functions
The Deputy Chief of Staff (DCOS) is responsible for coordinating and advancing the priorities of the Lt. Governor under the direction of the Chief of Staff (COS). The role is critical to ensuring the operational efficiency and efficacy of the Office of the Lt. Governor; DCOS serves as a trusted adviser to the Lt. Governor and her COS; supports program leads in the Lt. Governor’s portfolio; manages and oversees projects and initiatives to achieve the Administration's priorities and objectives; ensures the success of daily operations for the Office of the Lt. Governor. The DCOS position requires strong alignment with the Administration's mission, values, and strategic vision, as well as supervisory experience, demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment.
Essential Duties And Responsibilities
  • Works with COS and program leads to develop and implement strategic priorities.
  • Helps provide management of programs and program managers.
  • Manages day-to-day operations for the Office of the Lt. Governor in pursuit of Administration priorities.
  • Coordinates with state agencies and personnel.
  • Manages strategic scheduling process.
  • Helps to develop and manage time-limited and measurable programmatic goals in support of Polis-Primavera Administration priorities.
  • Builds and maintains working relationships with a wide range of internal and external partners and stakeholders.
  • Supports the implementation of office processes, procedures, and management decisions.
  • Ensures effective coordination and collaboration between programs.
  • Represents Lt. Governor and COS as necessary in meetings with internal and external partners.
  • Manages development of executive-level correspondence from the Office of the Lt. Governor, including talking points, press releases, memorandums, etc.
  • Implements projects of critical importance to the Administration and Office of the Lt. Governor.
  • Helps provide management and oversight of the office and program budgets.
  • Represents the Office of the Lt. Governor at meetings and events.
  • Supervises the Executive Assistant to Lt. Governor Primavera and the Office of the Lt. Governor Press and Community Engagement Coordinator.
Minimum Qualifications

  • 3-5 years of experience managing office, program, and budgets.
  • 3-5 years of direct supervisory experience.

  • Strong interpersonal, organizational, and critical thinking skills.
  • Ability to identify, analyze, and address a wide variety of issues and problems in a high-intensity political environment.
  • Team player with a strong commitment to Polis-Primavera Administration priorities.
  • Ability to operationalize organizational strategy and vision into tactical approach.
  • Strategic and operational planning experience.
  • Demonstrated ability to provide strategic guidance to diverse programs.
  • Superior oral and written communication skills, including strong editing talents.
  • Flexible with the ability to multitask in a high energy environment.
  • Demonstrated experience managing and developing staff.
  • Ability to quickly adapt to fast-changing and dynamic environments.
  • Experience in one or more of the topic areas related to the programs in the Office of the Lt. Governor, including healthcare, health IT, disability policy, national service and AmeriCorps, aerospace and defense, and working with Tribes and/or American Indian/Alaska Native communities preferred.
  • Strong interpersonal skills and the ability to effectively work with a wide range of individuals and constituencies.
  • 5-7 years of professional experience in public affairs, administration, operations, or policy
  • Experience working with state, local, and Tribal governments.
  • Acute attention to detail.
  • Demonstrated experience developing and implementing organizational goals.

Conditions of Employment
Applicants must pass a thorough background check prior to employment.
Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19 and may be required to submit to regular serial testing.
