This position is responsible for completing complex financial processes. The base duties include working with the accounting supervisor to monitor and review transactions and accounting entries made by the analysts in the group, recording the more complex accrual entries, and reconciling general ledger account balances and inventory volumes while preparing correcting entries identified during that reconciliation. Ensures existing accounting practice agree with GAAP (generally accepted accounting principles) and proposes improvements to those practices as needed. This position will analyze financial results for the supervisor and manager of the department. This analysis will include, but is not limited to, hydrocarbon inventories; purchases and sales; balance sheet accounts; required corrections; and errors and exceptions as identified. The employee will use their knowledge of GAAP, CITGO operations and CITGO financial processes as they relate to both corporate and business unit earnings to act as an analytical resource within the Controller’s organization (and within the business units when necessary). Use creative thinking skills for problems solving. Perform analytical tasks independent of direct daily supervision. Act as backup to the Terminal & Pipeline Accounting Supervisor and the Pipeline Financial Analyst.

  • Transaction and accounting analysis – Collaborate with Operations to determine reasons for inventory volume variances at refineries, terminals, exchanges, and in-transit sites. Maintain operating information which identifies the impact of inventory variations on CITGO earnings results. Analyze discrepancies between CITGO reported inventory and third-party inventory (if the CITGO inventory is not under CITGO physical control) for resolution. Analyze monthly, quarterly, and yearly purchase and sales activity. Review volume changes, especially on related party activity, to ensure accurate reporting. Perform continuous review and evaluation of transactions within assigned area to ensure recorded results are in agreement with GAAP.

  • Monthly closing duties – Assist Supervisor and Manager and department in reviewing transactions and accounting entries prepared by the analysts in the group. Use knowledge of generally accepted accounting principles (GAAP) to review and analyze inventory movements and postings and determine relevant accruals needed. Provide monthly reports to various groups including Supply, Financial Reporting, Internal Control, Compliance, Business Development, etc. Provide mentorship and secondary review to inventory analysts.
  • General Ledger and Volume Reconciliations – Prepare complex general ledger account reconciliations and assist in reviewing volume reconciliations performed by analysts. Responsible for reviewing inventory volume reconciliations to analyze and reconcile discrepancies between CITGO SAP system reported inventory versus refineries, third party statements, or system in-transit plants for resolution. Report findings and proposed process changes to department supervisor and region supply manager.

  • Earnings Analysis – Prepare and analyze comparison of current month results to prior month results as well as current estimated results. Identify factors impacting those results. Prepare and present an analysis of actual expense compared to planned operations as required.
  • Terminal Agreement Revenue Reconciliation and Analysis – Review and analyze customer system set ups to ensure agreement requirements are accurate for proper statement generation and revenue recognition. Collaborate with Terminal Operations and Business Development personnel to confirm agreement validity and resolve customer statement discrepancies. Prepare accruals, accounting transactions, adjustments, and complex calculations based on agreement formulas as needed. Prepare customer account reconciliations and provide direction for applying cash to customer accounts to Treasury and Accounts Receivables department.
  • Terminal Tank Gauge Observations – Collaborate with Supply, Terminal Operations, Internal Auditors, and department Supervisor in leading an audit team to travel to CITGO terminal locations and conduct physical terminal inventory count observations. Coordinate meetings and travel schedules, using best practices and latest measurement methods to manually prepare complex system calculations of physical inventory, conduct investigations on irregularities and variances between physical and system quantities, draft recommendations on corrective measures and advise terminal personnel, department supervisor and upper management of audit findings and successes.
  • At least 2 years’ experience with SAP or a similar ERP application.

Perform compliance assurance functions and regulatory reporting for EPA programs, state programs, and other government agencies. Compliance assurance functions include researching regulations, performing assessments of business units for alignment to corporate policies, standards, and procedures, and participating in compliance program processes.


Perform and document fuels reporting activities which include gathering data from a variety of CITGO business units and systems, aggregating and analyzing data, and comparing data to regulatory limits prior to report completion. Communicate to department supervision results of analysis, regulatory limit comparisons, and any support improvements or mitigating actions to align to regulatory requirements. Prepare regulatory reports for submittal to


external agencies which indicate CITGO’s conformity with current fuels regulations in a manner which is timely, accurate,


complete, traceable, and reproducible. Maintain documentation of such activities (reports and analysis) according to


Regulatory And Company Recordkeeping Requirements.


This position requires meeting strict deadlines for regulatory reporting. Develop, leverage, and update procedures for all required functions of the position. Maintain understanding of current requirements and affected changes through in-house discussions, periodic regulatory reviews online, and associated bulletins. Support internal CITGO programs which utilize available data. Participate in intradepartmental regulatory interpretation discussions and determine where changes may impact compliance and reporting procedures.


Additionally, this position may be responsible for coordinating and facilitating department management system activities and creating measurement systems to track and report performance.

  • Develop ad hoc internal CITGO reporting and information sharing needs where data is within the area of responsibility. Utilize knowledge to act as an analytical resource for management. Some discretion, evaluation and creative thinking are required.
  • Conduct and document moderate analysis and initiate appropriate action based on data gathered for EPA and state programs which may include but is not limited to additive movements, fuel production and/or importation, fuel distribution, designation, chemical property data results and data sourcing changes. Evaluate and compare to compliance standards to understand and communicate CITGO’s regulatory conformity status to department management. The specialist must be able recognize and initiate action independently. Appropriate action may include but is not limited to the following.
  • Understanding of refining, marketing and distributing processes.
  • Perform and/or support the department as directed by department management.
  • Formulate changes to procedures based on changes to instructions, forms, and/or new or changing regulations for area of responsibility. Communicate changes and impact to work processes within reporting group and impacted business units. Prepare recordkeeping documentation to support traceability and audit events. Recordkeeping requires understanding of the regulatory requirements and the application of audit procedures used by the auditors. Prepare and format data to be given to auditors. Initiate process improvement recommendations based on learning from each reporting period.

  • Perform regulatory research and evaluate proposed state laws, regulations, guidelines, and others as directed, for relevancy to CITGO’s operations. Identify any areas within these laws, regulations or guidelines that will need further definition of impact for additional technical review and update management as to the impact to CITGO. Prepare and publish bulletins and articles as a source of communication with impacted business units.
  • Organize, compile, evaluate, and monitor progress and/or completion of fuels compliance management system activities. Perform/support and maintain regulatory mapping of regulations to compliance standards. Assist procedure owner(s) in documenting procedures and developing training materials and assessment checklists. Schedule, monitor progress, and send reminders for and resulting action items from assessments, as requested. Facilitate and support documentation of assessments, as needed.
  • Participate in compliance program processes such as RVP conversion cycle, RFGSA, and annual attest performance.
  • SharePoint and computer based training development experience (e.g. epilogue).
