Job Description
Overview:
Delaware Nation Investments is currently looking for two (2) Contract Specialists II to join our team. We are supporting the Bureau of Indian Affairs and the U.S. Fish and Wildlife Service (USFWS) within the Department of Interior. This is a full time/permanent position with excellent benefits, and outstanding compensation including full medical, dental, 401K vacation and holiday pay.

The USFWS Acquisition Construction Branch, requires services for two (2) Contract Specialists IIs with expertise in construction contracting to perform acquisition functions for design, construction, and architectural projects. The successful candidates will be required to independently solicit, award, administer and closeout a variety of procurement actions for construction, architect-engineer services, other services, and supplies. All procurement actions will be reviewed and approved by a government Contracting Officer (CO) with appropriate Warrant level.
Responsibilities:
  • Conduct acquisition planning and market research, as required.
  • Complete internal & external distribution of contract documents as necessary.
  • Maintain electronic contract file and perform other contract administration duties as required to manage contracts professionally.
  • Mandatory training as required; Contract Specialist II personnel are required to pass all required training.
  • Complete construction completion, and final acceptance documentation required for construction contract closeout.
  • Other duties as assigned in support of all facets of contract actions.
  • Prepare solicitation, pre- and post-award documentation, including modifications, for execution by the CO.
  • Negotiate or assist technical personnel in negotiating sole source procurement requirements and determine a fair and reasonable pricing. Obtain and use certified, or other than certified cost and pricing data.
Qualifications:
  • Knowledge required: Mid-level experience in pre-award and post-award government contracting work. The Contract Specialist II personnel shall be required to independently prepare for solicitation, award, administer and closeout a variety of procurement actions for construction and architect-engineer services. The position requires broad & comprehensive knowledge of Federal acquisition statutes, regulations, policies, and procedures, including the types and kinds of contracts utilized, variety of contract methods, business industry practices, and knowledge of sources of supply.
  • Minimum 3 years’ experience specializing in construction contracting
  • The USFWS main operating systems are the Financial and Business Management System (FBMS) and PRISM contract writing management system. Special consideration shall be given to candidates with FBMS and PRISM experience.
