DEFINITION
Under general supervision, performs inspections and enforcement of City codes, ordinances, and regulations including zoning, sign, and dangerous building codes; Performs related work as assigned.
SUPERVISION EXERCISED AND RECEIVED
Receives direction from the higher level personnel, beginning with specific direction and evolving towards general direction as experience and training progresses.
DISTINGUISHING CHARACTERISTICS
21.This is the entry level in the series. Positions in this class are distinguished form the II level in that they are not fully familiar with the various codes, ordinances and state laws used in code enforcement. Level I positions work under closer supervision than II positions.
Duties may include, but are not limited to the following:
- Prepares necessary violation notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required; develops cost estimates based on work to be performed and specifications;
- Provide information to violators and the general public regarding applicable codes, laws, and ordinances; represent the City in the course of assignment; maintain effective and cooperative relations with the public.
- Prepares required documentation for all legal actions and conducts follow-up once legal activities have been initiated; prepare a variety of written reports, memos, and correspondence related to duties assigned.
- Perform all aspects related toward inspection & enforcement of city codes, ordinances and regulations; investigate complaints of violations of local and state laws, ordinances, or codes, which may include but not be limited to parking, set-backs, encroachments, right-of-ways, and code and structural compliance; confer with other agencies and departments on the disposition of a variety of complaints and code violations.
- Reads, interprets and applies state laws, municipal codes and ordinances, and other pertinent regulations; provides support and information for permit applications;
- Other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community.
Knowledge of:
- Safe and efficient work practices related to code enforcement activities
- Basic law enforcement concepts;
- Safe work methods and safety regulations pertaining to the duties of a Community Improvement Officer , including safe driving habits;
- The operation and use of personal computers and various computer applications within the office environment.
Ability to:
- Deal courteously, but firmly, and communicate effectively with a variety of individuals contacted in the course of work including resolving conflicts and problems;
- Investigate zoning, code and other complaints in a timely and tactful manner;
- Use personal computer and various computer applications;
- Establish and maintain cooperative and effective relationships with those contacted during the course of work.
EDUCATION AND EXPERIENCE GUIDELINES

LICENSES AND CERTIFICATES
- Possession of a valid (Class C) Driver's License issued from the California Department of Motor Vehicles.
- Possession of, or ability to obtain an Arrest Course 832 Penal Code certificate within one year of hire.
- Possession of a basic certificate in an approved field related to code enforcement within two years of hire.
WORKING CONDITIONS:
Environmental Conditions- Office and field environment; will be required to travel from site to site.
Physical Conditions- Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, bending, stooping, and walking for prolonged periods of time; using various office equipment and handheld devices.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. The candidates must be successful in each part of the testing. To fill each vacancy the hiring department will request names to be certified from the eligible list and will make a selection from this certification list.
CONDITIONAL JOB OFFERS - Conditional job offers are subject to successful completion of a medical drug screen and/or physical. Candidates should not quit or give notice to their current employer until final notification has been awarded by the Human Resources Division.
MEDICAL-DRUG SCREENING – All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace.
APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.
