This is skilled investigative, technical and administrative work in the enforcement of the city building and zoning code regulations, , and city ordinances. Responsibilities include investigation, research, documentation and enforcement of city codes and ordinances. Position involves technical and administrative, field and office inspection, enforcement and review work of more than ordinary difficulty and responsibility. Duties include inspecting new and existing buildings, structures and properties on a regular basis to ensure compliance with applicable City codes, City and State life safety codes, ordinances, statutes, and regulations governing business tax receipts; initiating correspondence regarding code compliance issues; and, maintaining accurate code inspection records and reports. Work involves considerable public contact and requires the ability to deal with public relations issues in a professional, tactful and courteous way.

Essential Function Duties and Responsibilities

  • Conducts detailed inspections for compliance with the City's Property Maintenance Ordinance
  • Investigates complaints of Code violations
  • Investigates complaints of hazardous conditions or practices
  • Performs duties as assigned during emergency response conditions
  • Maintains liaison and effective working relationships with other departments as well as state, local, and other public officials
  • Investigates complaints of unlicensed business activity
  • Prepares a variety of reports and maintains necessary operating records; retains all information for future reference
  • Follows policies, procedures and standards for efficient and effective operation, compliance and maintenance of departmental operations
  • Performs daily field inspections to determine compliance with City Codes
  • Performs essential computer functions such as data entry, printing, retrieval, reports, etc.
  • Answers letters of inquiry and talks with visitors
  • Issues correction requests, violation notices or citations as needed in order to gain compliance
  • Presents cases of all Code violations before the Code Enforcement Special Magistrate
  • Performs field inspections for compliance with provisions of business tax receipts
  • Prepares a variety of studies, reports and related information for decision making purposes
  • Performs any other related duties as assigned
  • Makes daily inspections of public places for hazards; orders corrections of hazardous conditions as directed

Minimum Qualifications

  • High School Diploma or equivalent, supplemented by some college level courses, or
  • Any equivalent combination of education and experience.

Special Qualifications/Preferences

  • Valid Florida Driver's license with a good driving record
  • Must have the ability to obtain, maintain and possess one certification as a Code Enforcement Officer Level by the Florida Association of Code Enforcement (FACE) within twelve (12) months of employment.


Eligibility: Coverage in the City’s group insurance plans begins the first of the month following thirty (30) days of employment.

Health Insurance: Choice of three (3) plans provided through Florida Blue. Employee contributions are required toward the cost of this insurance on a bi-weekly basis as follows

On-Site Employee Health and Wellness Center: Available for use by employees, spouses and dependents enrolled on the City’s Health Plan. No-copays for doctor’s visits, labs, physicals, or prescription drugs dispensed at the Center

Dental Insurance: PPO plan offered through Humana, provided at no cost

Life Insurance: Two (2) times annual salary up to a maximum of $100,000 provided at no cost

Short Term Disability: Non-probationary employees eligible for 60% of salary up to 26 weeks, provided at no cost.

Long Term Disability: 60% of salary up to $5,000 monthly, provided at no cost

Employee Assistance Program: Six (6) visits per calendar year, per issue, provided at no cost.

Wellness Program: Voluntary wellness initiatives that promote and reward health awareness.

Pension Plan: Provided through the Florida Retirement System (FRS). Choice between the Investment Plan with a one (1) year vesting schedule, and the Pension Plan with an eight (8) year vesting schedule. Mandatory 3% pre-tax contribution.

Holidays: Eleven (11) days per calendar year. One (1) Floating Holiday per calendar year.

Personal Leave: Sixteen (16) hours accrued monthly used for vacation, illness, or personal time away from work. Personal Leave is tiered based on years of service and increases overtime.
