The City of Palo Alto is seeking a Code Enforcement Supervisor who enjoys working in a dynamic, vibrant community. This newly created position is in the Planning and Development Services Department and supervised by the City’s building official. The Code Enforcement Supervisor will manage a code enforcement team focusing on improving: internal procedures, documentation, closure rate of cases, customer service and increasing community engagement through meaningful and effective communication strategies. This working supervisor will conduct and manage complex enforcement cases, build relationships with the community and partner departments, and maintain compliance with applicable local and state laws. The code enforcement program is responsible for a variety of code compliance reviews and will begin conducting annual checks on certain discretionary planning approvals (conditions of approvals) and compliance with approved transportation demand management plans. The program is currently staffed with one Code Enforcement Lead Officer, one Code Enforcement Officer who is dedicated to gas leaf blower enforcement, and one part-time position.

IDEAL CANDIDATE
The ideal candidate will possess the following:

- Skilled in de-escalation and ability to focus on the outcome of the case in its entirety for results.
- Conversant knowledge of Federal, state, and local laws applicable to Code Enforcement, including knowledge of zoning, building, fire, and other codes.
- Strong and effective communication skills, both written and oral.
- Build positive relationships and trust throughout the community and between those with conflicting interests.
- Directly supervise staff code enforcement officers, including prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
- Coordinate code enforcement activities with other city programs, departments, and public agencies.
- Spend significant time in the field to successfully implement the City’s Code Enforcement-related objectives. As a working supervisor, enforce Federal, state, and local laws.
- Conduct field inspections to determine compliance and manage more complex, controversial and time sensitive enforcement cases.
- Provide assistance to the Director or Chief Building Official on Code Enforcement matters.
- Plan, organize, direct, and coordinate the activities of the Code Enforcement program within the Planning and Development Services Department, including enforcing City codes and ordinances related to the use, maintenance, and safety of land and structures.
- Manage all day-to-day program activities.
Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, planning, public policy, urban studies, land development or a related field; and
- Five years of increasingly responsible experience in code enforcement, including two years of supervisory responsibility.
- Possession of valid California driver's license.
- International Code Council (ICC) Certificates in building code, property maintenance and nuisance abatement (preferred)
- Certified Code Enforcement Officer designation from CACEO.

This position requires office and field work and may be required to work occasional weekends or evening hours.
