The City of Lynnwood Development and Business Services has an opening for a Code Enforcement Officer Lead or a Code Enforcement Officer.

Salary Information (hourly Rates):
Code Enforcement Officer $39.16-$49.53
Code Enforcement Officer Lead $42.26-$53.49

CODE ENFORCEMENT OFFICER LEAD SUMMARY
The Code Enforcement Officer Lead will perform technical inspection and enforcement work determining compliance with City of Lynnwood codes and regulations for the Development & Business Services Department. This position will assign and review work, provide guidance and technical assistance to Code Enforcement Officers and clerical staff. Work in this position requires a high degree of independent judgment, discretion and knowledge of established codes and ordinances. This position does not supervise; however, this position will be responsible to lead and assign work to other employees.

CODE ENFORCEMENT OFFICER SUMMARY
Individuals assigned to this position are responsible for the enforcement of land use regulations and abatement of nuisances, in the City of Lynnwood. Responsibilities include responding to and resolving land use inquiries and nuisance complaints and enforcing zoning and related land use and health and safety regulations.

Essential Functions

CODE ENFORCEMENT OFFICER LEAD ESSENTIAL FUNCTIONS:
Includes, but is not limited to, such essential functions as listed below:


  • Undertake efforts to ensure that Home Occupations comply with zoning and license requirements.
  • Respond to citizen complaints, conduct site inspections, investigate reports of code violations, and notify responsible parties of violations, deadlines for compliance, potential penalties, and appeal procedures.
  • Respond to in-person, telephone, and online inquiries from the public relating to compliance matters. Answer questions and provide information on regulations for developers, individual property owners and local business owners/operators.
  • Maintain regular attendance.
  • Oversee the preparation of code amendment ordinances relating to the enforcement function.
  • Carry a limited police commission which allows incumbents to issue citations and view information from the Criminal Justice Information System Issue civil infractions, civil penalties and assist with issuance of criminal citations.
  • Provide direction and guidance to Code Enforcement Officers and support staff.
  • Serve as a witness in court and at Hearing Examiner hearings on appeals of notices of violation, civil infractions, civil penalties and/or criminal citations. Work with and provide information to the City Attorney's Office on code violations.
  • Lead on the management of contracts for abatement work involving structures, trash removal, recyclables, hazardous waste, oils. fuels, etc. Coordinate property liens with City Attorney.
  • Undertake efforts to ensure that all businesses comply with City requirements for obtaining Business Licenses.
  • Ensure that residents, property owners and businesses in the City comply with the Lynnwood Municipal Code and other related regulations.
  • Coordinate the specific application of the Property Maintenance Code. Coordinate with law enforcement agencies, health department, fire marshal, and other agencies and organizations involved.
  • Provide input to the DBS Deputy Director on staff performance evaluations.
  • Assign work to a specific work unit and ensure tasks are completed correctly and timely.
  • Maintain electronic files on all violations, including an accurate record of all contact with the responsible party and reporting party, the current condition of the property, photographs of the violation, compliance deadlines, extensions of time and required corrective action. Maintain resolved files for all code violations and nuisance abatement actions.

CODE ENFORCEMENT OFFICER ESSENTIAL FUNCTIONS:

  • Assist as needed in posting required notices for various types of public hearings and meetings.
  • Maintain computer and working files on all violations, including an accurate record of all contact with the responsible party and reporting party, the current condition of the property, photographs of the violation, compliance deadlines, extensions of time and required corrective action. Maintain resolved files for all code violations and nuisance abatement actions.
  • Undertake efforts to insure that all businesses comply with City requirements for obtaining Business Licenses.
  • Serve as a witness at Hearing Examiner hearings on appeals of notices of violation, and in court on zoning violations. Work with and provide information to the City Attorney's Office on code violations.
  • Undertake efforts to insure that Home Occupations comply with zoning and license requirements.

  • Review and process assigned permits for the Department. May assist with Business License review and work with businesses to achieve compliance with City Licensing regulations.
  • Issue civil infractions, attend and testify in court on legal matters as needed.
  • Respond to counter and telephone inquiries from the public relating to land use matters. Answer questions and provide information on regulations for developers, individual property owners and local business owners/operators.

Minimum Qualifications

CODE ENFORCEMENT OFFICER LEAD MINIMUM QUALIFICATIONS:
Bachelor's degree in urban planning, law enforcement, criminal justice, construction management or closely related field and three years’ experience in law or code enforcement or an equivalent combination of related education and experience in code enforcement practices. Certification by the American Association of Code Enforcement is desirable. Applicant must be able to pass a law enforcement background check and be eligible for a limited police commission at the time of hire. A valid Washington State Driver's License and a driving record acceptable to the City's insurance carrier is also required.

CODE ENFORCEMENT OFFICER MINIMUM QUALIFICATIONS:
Bachelor's degree in urban planning, law enforcement, criminal justice, construction management or closely related field or an equivalent combination of related education and experience in code enforcement practices. Experience in law enforcement is desirable. Certification by the American Association of Code Enforcement is also desirable. Applicant must be able to pass a law enforcement background check and be eligible for a limited police commission at the time of hire or within six months of hire. A valid Washington State Driver's License and a driving record acceptable to the City's insurance carrier is also required.
