The municipal government (approximately 1,080 full-time and part-time employees) provides the highest quality safety services, recreational, municipal services, and physical environment.
What We Do
The Community Development Department of the City of Beverly Hills is responsible for the review and processing of private development projects including land entitlements, zoning and plan review, inspection services and permit issuance, and code enforcement. It also oversees programs such as rent control/stabilization, historic preservation program, animal control and records requests. Community Development also provides staff assistance to 5 city commissions; including, Planning, Architectural, Design Review, and Cultural Heritage.
What We're Looking For:

The Code Enforcement Manager should be a forward thinking, hands-on individual, with superior communication and customer services skills, and a desire to build positive relationships with the community and City staff. The Code Enforcement Manager will oversee the selection, training, motivation, and supervision of professional, technical, and administrative support staff. The ideal candidate will possess a high degree of professionalism and exhibit proactive management skills to assign work, monitor work performance, recommend personnel actions including disciplinary action, and advise staff on the daily functions, operations, and activities of the Code Enforcement program. The position determines staff training needs; provides, recommends, and/or coordinates staff development and training programs and activities. The incumbent will be responsible for coordinating and facilitating the Division’s budget process, accounting functions, financial reporting (including the preparation and administration of the division's budget, monitoring of revenue and expenditures, recommending budgetary adjustments, and maintaining appropriate records, reports, and controls).


The position also recommends and standardizes procedures and methods to improve the efficiency and effectiveness of code enforcement services and programs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, available resources, materials, equipment, and supplies. The ideal candidate will assist in coordinating the work plan for the assigned staff; will meet with staff to identify and resolve problems; will ensure coverage of staff for all shifts and assignments; will assign work activities, projects, and programs monitoring workflow and will review and evaluate service delivery, methods, and procedures along with making recommendations for improvement to ensure maximum effective service provision.

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Major Duties

Plans, facilitates, coordinates and evaluates the work of Code Enforcement Officers; coordinates code enforcement activities with other divisions, departments and outside agencies' enforces Federal, State and Municipal laws pertaining to the technical codes, zoning/land use, rent control, property maintenance, mechanical noise, signs, garage safes, smoking, the payment of business taxes, animal control, works with a hearing officer to resolve difficult rent control issues; works with the City Prosecutor to conduct office conferences and prepare cases for prosecution.
Some of the core responsibilities include but are not limited to:

  • Convenes and leads multi-department code enforcement task force efforts.
  • Responds to complaints and pro-actively surveys the City to resolve code violations.
  • Works with the City Prosecutor to hold office hearings and prepare cases for prosecutions.
  • Works with a hearings officer to resolve difficult rent control cases.
  • Enforces federal, state, and municipal laws pertaining to the technical codes, zoning/land use issues, rent control, property maintenance, mechanical noise, signs, garage sales, smoking, the payment of business taxes, animal control.
  • Prepares and responds to correspondence pertaining to code enforcement matters including: Notices and Orders to Comply, Abatement Notices, and requests for information.
  • Coordinates code enforcement activities with other divisions, departments and outside agencies.
  • Plans, facilitates, coordinates and evaluates the work of the code enforcement officers.
  • Performs other related tasks as requested or assigned.
  • Monitors and investigates businesses relative to a variety of mitigation measures imposed as part of the discretionary review process.
  • Conducts sound tests of mechanical equipment for compliance to the City's noise regulations.

Minimum Qualifications

  • Two years experience as a Code Enforcement Officer.
  • Possession of an appropriate valid California driver's license.
  • Penal Code 832 certification within one year of employment.
  • Bachelor's degree with major course work in liberal arts, public administration, criminal justice, or a related field, or demonstrated equivalent experience.

Knowledge, Skills & Abilities

  • Knowledge of office procedures, practices, and equipment.
  • Knowledge of the procedures and methods involved in investigating violations and preparing cases for court, testifying in court, and related matters.
  • Knowledge of federal, state and local laws pertaining to zoning/land use planning, building code administration, housing code administration, rent control administration, property maintenance, animal control, and related issues.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to work well with people in a variety of situations and conditions, resolve conflicts, and effect solutions to both legal and technical/non-technical problems.
  • Knowledge of legal issues pertaining to arrest warrants, inspection warrants, abatement warrants, Notices and Orders to Comply, summary abatement, and related issues.
