The Neighborhood Services Division strives to empower citizens and businesses by engaging them in a method to identify neighborhood needs and issues so that resources can be accessed to help revitalize, strengthen, and preserve the physical, social, and economic value of Orange County neighborhoods.
The Neighborhood Services division is currently seeking well-qualified professionals to fill multiple positions as a Code Compliance Inspector. This position ensures the health and safety of Orange County communities through compliance with applicable zoning codes and regulations. The position is responsible for the investigation of potential code violations within unincorporated Orange County, issuance of violation notices, preparation and presentation of cases to the Code Enforcement Board and/or Special Magistrate, and follow-up inspections to ensure compliance with code requirements. May also be asked to provide various community support roles through various programs or in the event of an activation of the County’s Emergency Operations Center.

Representative Duties
- Conducts initial and required follow-up inspections in a timely manner utilizing the division’s mobile technology. Collects evidence and documents findings consistent with legal requirements, division operating procedures, and work instructions.
- Supports the division’s assigned role with the County’s Emergency Operations Center and activities related to various types of events and activations following direction from Management.
- Responds to citizen questions concerning zoning and other County related issues. Provides resources to citizens regarding relevant County services and programs.
- Prepares case files for presentation including correspondence, photographs and chronology of events and presents staff recommendations to Code Enforcement Board and/or Special Magistrate.
- Utilizes division tools and records to conduct research including property ownership, legal descriptions, non-conforming use files, conditions related to development approval, and building permit records including site plans and surveys to verify site location and code compliance.
- Interacts and negotiates with citizens and business owners to achieve compliance to County Codes or provide alternative administrative action.
- Attends and makes special presentations to citizen groups.
- Performs related work as assigned.
- Proactively monitors assigned area and investigates complaints received through personal observation, interviews, or citizen complaints. May be required to cover additional areas, support targeted sweeps, or work non-standard hours to respond to community challenges.
Minimum Qualifications
Graduation from high school or equivalent and five years of experience in code compliance / enforcement, zoning, a field or investigative capacity, or an equivalent combination of relevant education and experience.
Must possess and maintain a valid Florida driver's license.
Must possess and maintain a Florida Association of Code Enforcement’s (FACE) Fundamentals of Code Enforcement certification within one year of employment.
Familiarity with personal computers, Microsoft Office Suite.
Preferences
- Possess the relevant International Code Council (ICC) certifications.
- Experience making presentations to groups, presenting cases in formal settings such as courts of government boards.
- Experience in communicating effectively with employees and the general public while discussing, explaining and interpreting standards and codes.

Educational Requirements
If your education was obtained in the United States, the County recognizes degrees or diplomas which are accredited by an agency recognized by the United States Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA). If you have obtained education from a country other than the United States, your degree or diploma must be evaluated to determine the United States equivalency by a member of the National Association of Credential Evaluation Service (NACES) or the Association of International Credentials Evaluations (AICE) at your expense.
