Job Description
Nature of Work

The incumbent performs professional and supervisory survey work with primary responsibility for managing contracted survey consultant services, planning and supervising survey operations and utility location work. Works under the general supervision of the City Engineer, and achievement of objectives are reviewed through conferences, oral and written reports, and evaluation of results obtained.


Illustrative Examples of Essential Duties

  • Administers and manages contracted survey work to ensure compliance with applicable laws.
  • Reviews and approves As-Built Surveys meeting requirements prior to contractors receiving payments or acceptance from the City on all Public Works and CIP projects made to neighborhoods and city owned properties improvement
  • Coordinates projects with City contracted survey consultants.
  • Administration of City Survey Consultant contracts to provide efficiency and cost effectiveness.
  • Reviews instruments of conveyance and of title to land.
  • Supervises search of public records for deeds, easements, legal descriptions, and names and addresses of owners for easement encumbrances, property boundary configuration, chain of title for ownership etc.
  • Participates in negotiating contracts with survey consulting firms.
  • Plans, assigns, and supervises the work of technical or professional assistants in the surveying section in such duties as: planning and executing difficult land or engineering surveys, preparing reports and survey maps, plats and data for the City’s GIS.
  • Certifies and signs all surveys and maps, legal description and sketches prepared by the City of City owned properties, right of ways, easements, and for engineering plans for neighborhood improvements.
  • Reviews survey legal documents contained within proposed City Resolutions involving easements, agreements, vacation of right of ways and execution of documents for recording in the county public records.
  • Analyzes legal descriptions, maps, plats, sketches, abstracts of title, and tax assessments to assists the City Attorney in property matters.
  • Prepare Requests for Qualifications for survey consultants and develops survey rate schedules.
  • Formulates and implements operating procedures relative to the Survey Section, including hiring, mentoring, evaluating, and disciplining personnel within area of responsibility.
  • Performs complex professional land and engineering surveying calculations and reviews legal records to obtain necessary data for office and field use.
  • Consults with and advises City departments, county, state, and federal agencies, other professional surveyors and mappers, engineers, architects, developers, attorneys, private citizens and contractors regarding surveys.
  • Supports the City Engineer by preparing specifications, evaluating proposals and recommending consulting firms.
  • Ensures staff is properly trained in survey operations and safety measures.
  • Develops and administers operating budget, for Survey Section by establishing goals and objectives, justifying operating needs, monitoring expenditures, and preparing required reports.
  • Performs other related duties as required.
  • Supervises the field surveys of accident sites as required by.

Minimum Requirements

  • Seven years full-time experience in management capacity.
  • Ability to obtain and maintain a valid Florida driver's license, without any restrictions affecting job performance.
  • Must be a Registered Land Surveyor in the State of Florida for ten years.
  • Thorough knowledge of the Florida survey standards.

Physical Requirements:
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Operation of modern surveying equipment such as, but not limited to, RTK GPS, Data Collectors, levels and survey software, etc.
  • Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling.

  • Ability to maintain regular and punctual attendance.
  • Performs related work as required
  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach
