The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.

DOI is seeking a highly qualified individual to serve as Chief Information Officer. Under the supervision of the Deputy Commissioner for Operations, the Chief Information Officer is responsible for overall management of staff and resources within the IT Division in a mission-oriented culture that effectively supports the investigative work of the agency.

The Chief Information Officer will:

  • Manage the day-to-day operations of the Agency’s Information Technology Division and systems.
  • Advise the Commissioner and the executive team on issues relating to Information Technology and its impact to the agency’s business operations.
  • Oversee the formation and implementation of an IT strategic plan for the short and long-term.
  • Manage the development and maintenance of systems architecture; define standards and protocols for data exchange, security, communications, software and interconnection of network information systems.
  • Manage a reliable and dependable computing environment for business continuity and IT resilience.
  • Manage IT customer service, service delivery, and performance metrics, ensuring that service-level requirements are met.
  • Manage the agency’s IT software and solutions acquisition and development.
  • Lead the development and enforcement of IT policies and procedures to ensure the security, integrity, and privacy of information and the protection of IT assets across the agency.
  • Collaborate closely with the City Cyber Command and the Department of Information Technology and Telecommunication to meet the City’s technology and security standards under the NYC Comptroller’s directives.
  • Oversee and authorize a standard process for IT project management, including requirements for project initiation and review parameters for agency contracts with IT vendors.
  • Implement a formal IT governance and project intake process that facilitates the alignment of IT investments with the Agency’s mission and mandates.
  • Develop, review, and maintain back up and disaster recovery procedures and plans.

If selected, the candidate will be fingerprinted and undergo a background investigation.

Qualification Requirements

1. A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; or

2. Education and/or experience equivalent to “1” above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.

Preferred Skills

  • Senior information technology professional with over 5 years of experience managing a staff of highly technical professionals in a technology environment.
  • Demonstrated ability to conceptualize and implement multiple IT projects on schedule and within budget.
  • Experience in project management methodologies and tools.
  • Management experience building or directing new technology developments for large-scale applications.
  • Ability to communicate with and understand the needs of non-technical internal clients and external partners.
  • Strong writing and oral communication skills.
  • Strong management, interpersonal, and leadership skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to provide strategic guidance and counsel to business operations in the assessment and development of existing and/or proposed systems to support operations.
  • Ability to develop requests for and evaluate proposals in reference to leading-edge IT services.
  • Proven proactive, collaborative, and solutions-focused leadership style.
  • Knowledge of City/Agency standards, procedures, security, and control methods and systems.
  • Familiarity with New York City’s government structure and budget processes.
