Job Description
Minimum Experience:

  • Can lead in complex organizations, especially via building influence in organizations without relying on formal titles or roles in order to achieve key deliverables and successfully navigate regulations, policies, processes, technology, and people necessary to drive work forward.
  • Understands privacy implications of how software systems collect, process, and share data, including the risks presented through algorithmic bias.
  • Has independent views, but also able to work through a bureaucratic structure.
  • Proven track record of working with diverse stakeholders in a complex bureaucratic environment.
  • Experience evaluating and managing traditional and non-traditional vendors toward program and policy goals.
  • Has a proven track record in product and service delivery, including championing agile, iterative methodologies and human-centered design across large organizations.
  • Communicates effectively and clearly with audiences at all levels in both written and oral media, including strong ability to translate complex technical topics for non-technical audiences.
  • Has deep experience leading teams using modern methodologies and systems in software integration, automated testing, and use of open-source software.
  • Experience overseeing technology assets and successfully leading complex modernization/transformation efforts
  • Has expertise in the use of data and analytics to drive decision-making in both business operations and service delivery.
  • Expertise leading large technical organizations and recruiting, hiring, and retaining top technical talent across disciplines.
  • Is deeply familiar with modern cybersecurity practices, tools, and approaches. The role will require leadership in protecting agency networks, systems, functions and data from a diverse array of threats and evaluating and accepting risks presented by new systems deployments. The CIO will lead the process of maturing the department’s operations to enable a strong cybersecurity posture.
  • Familiar with New York State government’s mission and priority policy areas, including an appreciation of the particular challenges involved in IT for large, complex systems e.g. major financial systems

Must be a New York State resident or be willing to relocate; expected to spend a majority of time in person at ITS’ Executive office in Albany, NY.

Duties Description
New York State is seeking a dynamic technology leader to serve as the next Chief Information Officer of the Office of Information Technology Services (ITS).
ITS was created in 2012 to serve as the State’s centralized information technology organization, responsible for the design, support and management of technology solutions that drive the State’s most important policy initiatives. ITS is designed to optimize technology investments across New York State government and enhance the delivery of government services through the use of technology. The roles and responsibilities of ITS include:
  • Manage the State’s IT project portfolio of 200+ projects
  • Manage more than 20 million resident accounts and 150,000 employee accounts
  • Provide IT strategic direction, set technology and security policies and standards, and deliver IT services to over 50 State agencies
  • Oversee an operating budget of nearly $700M and workforce of over 3,000 permanent staff.
  • Operate two State data centers (primary and back up) 24 hours a day, 365 days a year to support mission-critical applications
  • Operate a secure network of more than 1,600 miles of fiber
  • Work closely with numerous vendors who provide the State with technical support
  • Support phones, desktops, laptops, and countless remote connections that enable State employees and others to work in their homes or in the field

The Chief Information Officer’s critical roles include:
  • Improving the quality of shared services and infrastructure (data centers, networks, back-office IT) to increase employee productivity and security of information in a more flexible working environment.
  • Providing focused leadership on key IT projects that impact top policy priorities and providing executive support for delivery teams supporting these priorities.
  • Building and strengthening IT oversight practices (e.g., procurement/acquisition management, program governance, enterprise architecture, operational authority and cybersecurity requirements) to drive modern delivery practices and effective projects across the state. Some services are procured and managed by client agency leaders who don’t report to the CIO, therefore the CIO’s role is critical to setting standards for these departments and working collaboratively through their teams and leaders.
  • Recommending innovative means to conduct State business through the use of technology. This may include evaluating new technology and products.
  • Establishing statewide IT policies and protocols that use innovative technologies while leveraging existing resources.
  • Developing and implementing long term strategic direction for information technology in collaboration with other state agencies. Ensure that the State has the technical capacity, both through career staff and contractors/vendors to execute successfully on the State Technology Strategic Plan.
  • Advising the Governor’s office and agency heads on technology and service delivery issues.
