Job Description
Duties
EDA's mission is "to lead the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the worldwide economy." One of thirteen bureaus in the U.S. Department of Commerce, EDA's creative staff realize this mission through strategic grant investments that foster innovation and entrepreneurship, strengthen regional industry clusters, bolster resiliency, advance environmentally sustainable development, support workforce development, and promote inclusive growth and more equitable economic outcomes. Guided by the basic principle that sustainable economic development should be locally-driven, EDA works directly with communities and regions to help them build the capacity for economic development based on local business conditions and needs.
The incumbent of this position is responsible for the establishment, direction, management and coordination of all policies and practices governing EDA financial management and administration activities. This includes the development, monitoring, and maintenance of integrated accounting and financial management systems; the design and enhancement of related financial management systems; and the development and execution and EDA's budget.
This responsibility also includes the development, integration and administration of all EDA policies and practices for the development, management, and coordination of EDA financial management, accounting, and related business systems; EDA grant and loan accounting; procurement management; bureau-wide contract administration; Continuity of Operations Planning (COOP); A-123 internal control reviews and administrative, financial, and program operations; human capital management and planning; and the formulation, presentation and execution of EDA's budget.
The incumbent has full fiduciary accountability; responsibility for the oversight, integration, and accuracy of all EDA financial activities and systems; and the consolidation of EDA's S&E, grant and loan financial information.
The incumbent has full authority to commit the necessary financial resources required for implementation and maintenance of the financial management systems and internal controls at EDA. The incumbent represents EDA on the CBS (Commerce Business Systems) Executive Board and is responsible for ensuring that the financial system requirements and needs of EDA are addressed in aspects of CBS or successor systems.
The incumbent serves as EDA's Chief Administrative Officer including the role of Chief Human Capital Officer with regard to long-term human capital planning and development, and for the provision of EDA-wide leadership in acquisition, Information Technology desktop support, logistics, property, records management, facilities, security, Continuity of Operations Planning (COOP), and other general administrative activities.

Qualifications
All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability.
To meet the minimum qualification requirements for this position, your resume should demonstrate that you possess the five Executive Core Qualifications (ECQs), and the Professional Technical Qualifications (PTQ's), listed below.
It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet all executive and technical qualification factors will automatically exclude you from further consideration.
Executive Core Qualifications: The following are the five ECQs and their competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.
ECQ 1 - LEADING CHANGE : This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision).
ECQ 2 - LEADING PEOPLE : This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building).
ECQ 3 - RESULTS DRIVEN : This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility).
ECQ 4 - BUSINESS ACUMEN : This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management).
ECQ 5 - BUILDING COALITIONS : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating).

Professional/Technical Qualifications
  • Demonstrated experience and understanding of critical administrative functions such as human capital management, logistical and support services, facilities, security, continuity of operations planning, etc. and the ability to develop and implement solutions to complex management problems in the areas of resource management and mission enabling services.
  • Demonstrated experience and understanding of strategic and operational planning and the ability to oversee the development and implementation of a multi­year strategic plan that includes and defines an agency's financial, human capital, information technology, and administrative management needs.
  • Demonstrated experience and understanding of budgeting (budget formulation, execution, and presentation), accounting, procurement, acquisition, and grants management program policies, practices, and procedures and financial program development (internal control reviews and audit resolution procedures and reporting), and enterprise risk management to create agency-wide policies, practices, and procedures within these programs.
IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program and your ECQs were certified by an OPM QRB, you WILL NOT need to draft the ECQs.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees.
