DEPARTMENT OVERVIEW

The Workforce Commitment Office (WCO) is responsible for promoting best practices, creating guidance, and ensuring alignment with the University of California's (UC) systemwide collective bargaining, policy, and legal obligations related to contracting for services. The WCO supports the mission of UC to support an inclusive and diverse work environment, to create hiring opportunities, to retain valuable employees, and to work collaboratively with supplier stakeholders. The WCO does this by creating and managing support and compliance tools, training and communicating with key stakeholders, developing a comprehensive compliance strategy and timeline, supporting and coordinating successful recruitment strategies and career conversion processes, and ensuring coordination of cross-functional teams that support these efforts across the system. This office reports to the AVP of Systemwide Employee and Labor Relations.

Position Summary

The WCO Systems Analyst provides business systems analytical support and partners with the WCO Director to achieve the goals and objectives of the department. As a newly formed department, this role will be responsible for establishing new processes and protocols for the data and information needs of the programs under this office. Applies technical expertise and business analysis concepts to identify, evaluate and define goals and objectives. Provides support for new and existing processes and applications. Produces and delivers presentations as assigned. Responsible for management of systemwide, location and supplier data and for determining methods and processes for collecting, analyzing and maintaining this data. Participates in cross-functional teams as needed within UCOP, across UC locations and with external partners. Prepares recommendations for approval. Recommends and implements changes in processes and procedures. Defines program specifications in collaboration with stakeholders. Communicates with locations, suppliers, and other stakeholders as needed. Determines appropriateness of systemwide versus location-by-location approaches. Collects and manages data from multiple sources for various projects.

Key Responsibilities

25% DEFINE GOALS & OBJECTIVES: Applies technical expertise and business analysis concepts to identify, evaluate and define Article 5 and contracting out goals and objectives with an understanding of applicable processes, policies, bargaining agreements, and legislation. Define which services are within the purview of Article 5. Partner closely with WCO Director to achieve department goals. Define which information needs to be reported for UC locations.

25% SYSTEMS DEVELOPMENT: Creates complex specifications for systems to meet program and stakeholder requirements. Provides technical expertise in identifying, evaluating and developing complex systems and procedures. Involved in developing complex user interface designs in collaboration with UCOP and location stakeholders. Determines appropriateness of systemwide versus location-by-location approach to covered services.

25% DATA COLLECTION/MANAGEMENT: Gathers, analyzes, prepares and summarizes issues, location information, supplier data, building lists and troubleshoots as necessary. Manages data collection, tracking, and integrity related to Article 5, contracting out and other labor-related mandates; Maintains records including contact lists in Box or other data banks. Manage location data in SmartSheet or elsewhere as required. Manages Guidelines and Decisions Log for the WCO department.

15% PROCESS ANALYSIS: Gathers, analyzes, prepares and summarizes recommendations for approval of business process and procedural documentation. Recommends and implements changes in processes and procedures. Defines program specifications in collaboration with stakeholders.

10% COLLABORATION/COMMUNICATION: Participates in cross-functional teams to address complex business or systems issues including extensive collaboration and coordination with UCOP leadership, location stakeholders and external suppliers as needed. Communicates with locations and other stakeholders as needed. Provides support and training on new and existing processes and applications including Agile One, SmartSheet, and any other applications as needed. Produces and delivers presentations as assigned.

Min 5 years Five years or more experience performing systems and data analysis duties.

Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate and present complex information to technical and non-technical personnel at various levels in the organization. Demonstrated ability to work with others from diverse backgrounds.

Strong technical writing skills.

Highly proficient in standard business and project management applications and tools and ability to quickly adapt to new applications and systems.

Education

Bachelor's degree in related area and / or equivalent experience / training

Travel Requirements

5% Occasional travel for on-site meetings and/or professional development

SPECIAL CONDITIONS:

This position can be hybrid or primarily remote with travel as needed throughout California and occasional onsite department meetings in Northern and/or Southern California. The selected candidate must reside within the state of California or be willing to relocate.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
