Job Description
The Position

The Natural Systems Enhancement and Stewardship department is seeking a Business Systems Analyst 2. This position will serve as an application administrator and the business liaison with end users, Information Technology, and application vendors. Instruct business users on application functions. Log changes, problems and enhancement requests. Translate business process, workflow and data requirements into functional specifications. Develop data queries and reports per customer request. Develop test plans and perform functional tests. Co-manage application upgrades and deployments with Digital Solutions and stakeholders. Improve business process and application usage to enhance District productivity and customer service. Actively seek-out opportunities for business process improvement within work-groups and cross-departmentally. Manage business process improvement initiatives.

Essential Functions

  • Develop data queries and reports per business needs and end users’ requests using various reporting tools and query techniques.
  • Create and maintain functional documentation for business applications and workflows.
  • Perform quality control checks of data and work with users to correct data discrepancies and their systemic causes.
  • Prepare and lead project scope and schedules, and ensure project completion within established timeframes and budget guidelines. Some positions may develop and oversee the project contract and budget.
  • Work with department users, Digital Solutions, vendors, consultants, and contractors to resolve complex systems problems and issues. Evaluate and implement systems upgrades, improvements and other changes. Define system requirements, manage system changes and perform Application Administrator tasks.
  • Serve as a technical expert to workgroup for data analysis and problem solving.
  • Plan, coordinate and facilitate application patch testing between users, Digital Solutions staff, vendors, consultants and contractors. Devise test plans, build test data, and test new or enhanced application functions.
  • Analyze and redesign business processes; translate business requirements into functional specifications. Guide business function partners through identifying and solving business systems problems and enhancements. Define alternative approaches and determine cost-effective solutions to problems.
  • Lead and facilitate ad-hoc teams in business process improvement initiatives within work-groups and cross-departmentally.
  • Provide training and technical expertise to users.

Qualifications

KNOWLEDGE OF:

  • Pertinent Federal, State, and local laws, codes and regulations
  • Business intelligence software, basic project management methods, tools and techniques
  • Business processes and process differentiation
  • Systems technology, applications, platforms
  • Structured Query Language (SQL)
  • Database theory, design rules and development practices, including data modeling, data flow and entity relationship analyses

SKILL IN:

  • Interpreting and explaining business applications capabilities to users and Digital Solutions staff
  • Creating data visualizations and business intelligence reporting
  • Performing business process analyses and reaching sound, logical conclusions regarding user needs and business requirements
  • Identifying, evaluating and communicating technical and functional systems needs and applications
  • Understanding and applying the analysis of functional requirements to the development of systems proposals, specifications and recommendations for technology solutions; resolving complex systems analysis problems to develop cost effective systems and technology solutions

ABILITY TO:

  • Research and analyze complex application issues
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Ability to communicate clearly and concisely, both orally and in writing
  • Ability to operate effectively in a team environment
  • Develop and manage projects within established timelines
  • Collect, analyze, evaluate and prepare recommendations regarding system performance, user needs and requirements
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide he required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
3+ years of experience performing business/solution systems analyses and/or application development from the perspective of an expert end-user and/or a system user interface.
2+ years of experience performing project /program leadership, particularly as a technical lead.
College-level coursework in business administration, information systems, or related field.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidate must possess and maintain a valid State issued driver's license.
