About This Role:
Favor TechConsulting, LLC (FTC) a wholly-owned subsidiary of Tria Federal (Tria) is seeking a talented Budget Analyst with Department of Veterans Affairs experience.
The Budget Analyst is responsible working with the Senior Budget and Acquisitions Analysts to manage the annual operating budget of software development and sustainment Product Line at the Department of Veterans Affairs (VA). This includes performing multi-year planning (MYP), developing an annual Budget Operating Plan (BOP), and creating acquisition packages for software product and service procurements.
Responsibilities:
- Function as part of an integrated team sharing products, best practices, and information across the portfolio
- Prepare, submit, and validate budget status reports and monthly “actuals” for inclusion in the monthly OMB IT Dashboard submission
- Perform related duties as assigned by supervisor
- Provide acquisition support services throughout all phases of the contracting life cycle, including preparation of procurement documents package and advisory support in preparation of artifacts such as Statement of Objectives, Performance Work Statements, and cost estimates
- Prepare and review, in coordination with the VA customer, the projects budget and financial reports and budget execution schedules, including Mid- and end-of-year reviews and projected spend plans
- Develop responses to budget and acquisition related data calls reporting requirements, and status reports such as status report of acquisitions and progress towards contract awards, status of funding obligations
- Plan, monitor, and control relevant tasks outlined in the contract and statement of work
- Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices
- Execute market research activities necessary to collect and analyze information about capabilities within the market to satisfy Product Line procurement needs and advise VA customers on findings
- Effectively create and maintain database tables, queries, and procedures, as required
- Facilitate executive-level virtual meetings; prepare meeting agenda, capture meeting minutes, and track outcomes and action items
- Proactively strategize and promote efficiencies across Projects and Product Line
- Maintain knowledge of Federal budget rules and regulations
- Provide input to create standardized tools, templates, budget, and acquisition trackers to facilitate budget data responses to facilitate coverage other projects and PLs
- Provide Earned Value Management (EVM) reports if applicable
- Coordinate the MYP activities including preparation of sub-project justification forms and budget narratives
- Monitor development and sustainment funding and track executions status throughout the fiscal year (FY)
- Facilitate Weekly Acquisition/Budget meetings in areas including status of acquisitions and budget for all four quarters of the Fiscal Year, Unfunded Requirements (UFR), and emerging issues or blockers to budget and acquisition task
- Provide day-to-day tracking of execution year funding
- Support VA customers by developing and executing an annual Budget Operating Plan (BOP) for their Product Line, to include multi-year planning estimates and an acquisition strategy for procuring IT products and services within the obligated funding amounts
- Prepare unfunded requirements (UFR) documentation including acquisition plans and timelines, funds required, and impacts if not funded; lead all efforts to secure funding for UFRs or develop alternative
- Serve as the change control coordinator by supporting collaboration among the various product lines with regards to change request tracking; prepare inputs to Change Requests (CR) including justifications and coordinate review and approval
- Develop and update budget execution artifacts

- Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity
- Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
- Experience developing the budget and acquisition or procurement packages for information technology projects

Education:
Bachelor’s degree in operations research, Mathematics, Computer Science, Cost Accounting or related scientific or technical discipline

13 years’ experience total in lieu of a bachelor’s degree
Required Technical / Business Toolset Experience:
- Microsoft (MS) Office Suite, i.e., Word/Excel/PowerPoint/Outlook/Teams
- MS SharePoint, including basic administration and configuration
The “Nice-to-Have” Skills & Qualifications:
- Federal employment or consulting experience
- Experience Jira, GitHub, or other applicable agile tools
- Understanding of federal budget regulations and fiscal year cycle
- Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
- Experience working in a consulting environment and understanding of client/customer relations
Physical Requirements
- Ability to work productively in a fully remote environment, including the ability to take meetings and phone calls from a quiet, private space throughout the workday
- Must be physically capable of supporting the team with site maintenance work (setting up chairs, lifting and moving boxes and equipment, setting up and breaking down shelters, grounds work where necessary, etc.)
- Availability during Eastern standard business hours (8:00am to 4:00pm EST)
- Satisfy security clearance onboarding requirements:
- Print, scan, sign, and return onboarding documents in PDF format
- Travel at personal expense to nearest the government facility to get fingerprinted, apply for a PIV badge, pick-up the PIV badge, and pick-up government furnished equipment
- Ability to effectively communicate, including talking and hearing
- Clear a moderate background investigation and maintain a Public Trust clearance
- Print, scan, sign, and return onboarding documents in PDF format
