Position Summary:
We are seeking Budget Financial Analysts to provide support at our federal customers. This position is available for telework. The Budget Financial Analyst will be responsible for performing financial analytic and evaluation work, which may include gathering and analyzing facts and figures and presenting the information or conclusions in clear oral and written language.
Key Position Responsibilities Include:
- Conduct studies of statistical, descriptive, or evaluative information, materials, and data, to choose, interpret or adapt available guidelines to specific issues or subjects studied.
- Apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
- Assist or participate in implementing budget and performance goals and improved financial performance within the organization.
- Verify contract references for payment submissions.
- Collaborate with program stakeholders to ensure implementation and sustainment of initiatives.
- Generate reports and update dashboards utilizing Excel and Google Spreadsheets, slides, and documents.
- Support Government subject matter experts with the development and interpretation of financial management policy, law, and regulation to ensure compliance with all governing laws and regulations.
- Assist in preparing and delivering dynamic and robust presentations and training to management and industry partners.
- Perform detailed reconciliations associated with obligations, commitments, receivables, construction work in progress, funding allocations, and funds distributions.
- Manage payment validation (funds processing): review account activity, ensure no recording issues, make corrections to account activity, take actions for error identification and correction.
- Pull data from internal systems and incorporate into dashboards and spreadsheets for use in organizational reporting.
- Apply analytical and evaluative techniques during the administration of customer service to program stakeholders, to include: communication with key program stakeholders, analysis of account information, metrics tracking, account reconciliation activities, and document review and storage.
- Apply qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet reporting deadlines.
- Review variances for coordination and resolution, conduct invoice data quality assurance.
- Close out task orders, identify issues, contact vendors, and request contracting officer assistance when needed.
- Generate and distribute routine systems reports on a periodic release schedule.
- Assist in performing budget planning and formulation.
- Assist and provide expert advice and recommendations concerning the costs and benefits of proposed actions.
Minimum Qualifications:
- Ability to quickly learn and adapt to program-specific systems and applications.
- Strong customer service, communication, and negotiation skills.
- Bachelors Degree in a related field such as finance, business administration, economics, accounting, insurance, engineering, or mathematics required.
- Must possess strong problem-solving skills.
- Must possess strong research and analytical skills.
- Strong understanding of corporate finance and any specialized fields of finance required such as: public finance, securities, international finance, money and securities markets, investments, and banking and the financial and management structure, operations, and practices of corporate and other organizations.
- Proficiency in MS Office and Google Applications.
Salary will be commensurate with experience, based on the qualifications below:
Financial Analyst - Level III:
6-9 Years of financial management experience with specialized experience in financial management in the federal government environment.
Financial Analyst - Level II:
5-7 Years of financial management experience, to include Financial Management/Accounting in the federal government environment.
Financial Analyst - Level I:
Minimum 5 Years of financial management experience.
