Work Hours: Monday – Friday 8:00 a.m. - 5:00 p.m.

Hybrid Work Schedule eligible, with the first 3 months being in-person; Weekends and Evenings may be required.

THE DEPARTMENT

Budget Planning & Analysis (BPA) is located within the Division of Administrative Affairs and is responsible for institutional resource planning and allocation of $370 million general operating fund and several other sources of funds, ensuring the utilization of resources aligns with the mission, vision, and strategic priorities of the university. To facilitate the all-funds budget planning process, BPA works collaboratively with the University academic and administrative units to provide guidance on the annual operating and capital budget development process, manage position control, monitor spending against budget, and report on quarterly and yearend variances. Furthermore, BPA is responsible for processing labor cost distributions and payroll adjustments including salaries and benefits. The BPA team strives to be humancentric, with a focus on collaboration and continuous improvement.


DUTIES AND RESPONSIBILITIES

  • Independently manage and implement highly complex projects and business solutions with broad scope within and outside the organization.
  • Perform project leadership in highly complex or critical system implementations.
  • Responsible for supporting and processing, as needed, all department processes tied to position and budget management including, but not limited to, payroll adjustments, Labor Cost Distribution (LCD), budget transfers, chart field string (CFS) maintenance, etc. Providing department support, as needed, to maintain the department's website.
  • Provide initial troubleshooting of financial systems problems and participate in the design and installation of financial systems upgrades and required testing and verification of results. The Systems & Reporting Analyst's systems duties require exceptional performance in budgeting and financial planning.
  • Provides budget and data systems support to users.
  • In addition to their financial and systems duties, the Systems and Reporting Analyst creates training documentation, department procedures, and other materials.
  • Work with internal and external stakeholders to identify primary needs for reports and metrics, create budget dashboards, oversee workflow processes, ensure consistent data, assign user access, and troubleshoot.
  • Conducts extensive financial data compilation, querying, and drilling on large volumes of financial data using integrated financial systems and/or other types of records management systems.
  • Act as the main point of contact for software vendors and project manager for systems and budget projects.
  • Project Management
  • Provides directions to users on position control, operating budget development, budget allocation, reporting issues, and resolution of erroneous entries.
  • Provide training, guidance, and assistance to other employees including student assistants.
  • Responsible for preparing related reports and necessary correspondence to management and employees of the CSU concerning specific phases of budgets and financial procedures.
  • Addresses problems from a broad interactive perspective, using advanced research and analytical skills to conceive new solutions.
  • Lead business innovation and process improvement efforts, often developing new strategic approaches and solutions.
  • Analyze, interpret, integrate, compile, and present complex financial and budget data.
  • Responsible for implementing, maintaining, and customizing systems that store and process budget, position, and financial data.
  • Provide guidance and advice to management on budget requests, projection, revenue costs, position control, labor cost distribution, and continuous budgetary control of appropriations.
  • Conduct extensive financial data compilation, querying, and drilling, prepare related reports and necessary correspondence, and be a key technical advisor to management, exercising considerable influence over strategic objectives and methods
  • Act as the main point of contact and project manager for systems and budget projects.

QUALIFICATIONS

  • Bachelor's degree AND/OR the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • 4 years of related work experience

Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations. Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management. Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies. Oversees the day-to day operations of the area and is accountable for short- and long-term goals and objectives. Serves as a key technical advisor to executives and management. Independently manages and implements complex projects and business solutions within the organization and uses substantial judgment in the analysis, interpretation, integration, and application of complex data. Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to develop new strategic approaches and solutions. Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups. Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus. Ability to train others on new skills and procedures and provide lead work direction.


Preferred Qualifications

  • Experience with PS/Oracle Hyperion, Questica, OnBase, SmartSheet, MS Report Builder, project management software and basic knowledge of SQL. Knowledge of public and higher education entities.
  • Implement, maintain, and customize systems for budget, position, and financial data storage and processing. Coordinate and ensure integrity of budgeting system. Create budget dashboards, oversee workflow processes, assign user access, and troubleshoot. Provide initial troubleshooting of financial systems problems.
  • Ability to lead projects including research and analytical methodologies. Detail-oriented and with strong technical, analytical, collaboration, and communication skills. Achieve assigned objectives within budget and designated timelines. Build trusting and collaborative relationships. Demonstrate a continuous improvement mindset and a commitment to learning.
  • Analyze, interpret, integrate, compile, and present complex financial and budget data. Prepare reports and correspondence to management and employees of the CSU, analyze complex data and information, address problems from a broad interactive perspective, communicate with and influence high-level contacts, create training documentation, provide training, guidance, and assistance, act as the main point of contact and project manager for systems and budget projects, and lead business innovation and process improvement efforts.
