JOB TITLE: Branch Fleet Manager
SALARY RANGE: $65,971 - $86,587
HAY POINTS: 393
DEPT/DIV: Police, Ops Support
SUPERVISOR: Assistant Director, Fleet Safety and Admin
LOCATION: Various Locations
HOURS OF WORK: 8:00 am - 4:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Summary
This position is responsible for managing the resources and processes required to provide and maintain the department vehicle fleet. The responsibilities of this position require travel including operating an MTA vehicle within the MTA region for routine and emergency conditions as they arise.
Responsibilities
- Accident Management to include the notification of all reported accidents with the current fleet management provider, setup with preferred vendor for the estimate of repair/damages, if needed, and then evaluate damage estimates and conduct cost-benefit analysis.
- Liaise with the NYS Department of Motor Vehicles to ensure compliance with all state laws, rules and regulations.This is to include the registering and plating of all new vehicles, renewal of the current monthly registrations, securing titles, transporter plates all through the NYS Confidential Plate program.
- Select vehicles appropriate to the operational needs of the department to maximize effectiveness and efficiency.
- Maintain and oversee the GPS program for the fleet vehicles.This is to include requests from Command Staff and for on-going investigations.
- Monitor vehicles and equipment to ensure compliance with safety standards of the MTA and all government regulations.
- Prepare any reports as required or requested, this to include Monthly Inventory & Mileage reports.
- Liaise with all the preferred vendors and monitor accordingly the outside vendors, parts purchases and supply inventory to ensure integrity of the process.
- Investigate and resolve operational problems at the field and headquarters level.
- Provide vehicles and coordinate emergency response equipment required to optimize the effectiveness of operations.
- Develop and implement a comprehensive fleet policy and procedure including: vehicle specifications, procurement, safety measurements and maintenance schedules, registration/inspection protocols and records administration for the MTA Police Department.Ensure all databases are current with any RMP, Assigned Driver/District or Command changes.
- Oversee maintenance program and schedule to optimize fleet efficiency and lower maintenance costs.
- Scrutinize invoices submitted from vendors for accuracy and submit payment for all received invoices from our preferred vendors on a timely basis. Monitor the progress on all invoice submissions until complete. Secure the proper funding needed in order to complete this task.
- Supervise work force to optimize support of field operations and liaise with the Command Staff in the handling of all fleet related issue or topics.
- Manage operating expenses; understand corresponding budget planning and forecasting process to ensure that resources are obtained as required.
- Maintain and oversee the NYS EZ Pass program for the fleet vehicles.This is to include the monitoring of received violations, replacements of transponders.
- Maintain and oversee the Fleet vehicle auction program with our preferred vendor.This is to include the preparation of paperwork, securing the title and arrangement of the pickup of the vehicles.
Qualifications
- Previous Fleet Management experience preferred
- Valid Driver's License and a good driving record is required
- Public Safety experience is preferred
- Proficiency in Word, Excel or other spreadsheet database system
- Strong analytical and problem-solving skills
- Strong oral and written communication skills
Education and Experience
- A Bachelor’s Degree (or equivalent combination of education and experience).
- 3-5 years of experience in fleet management and/or other automotive service support or procurement management required.
- Must be flexible in working schedule and may be required to do a considerable amount of travel in the MTA service area.
Other Information
As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $105,472 (this figure is subject to change) per year or if the position is designated as a policy maker.
