JOB SUMMARY:
Responsible for the acquisition, application, and integration of information technology (IT) systems and services that support the academic and administrative strategies of our client. Leads IT security strategy, processes, and practices and manages one or more of the IT divisions. In consultation with District IT leadership, develops and manages the strategic plan and operating budget for the IT infrastructure and other departmental expenses. Takes initiative in developing and implementing a district-wide technology plan. Reports to the District Director of Information Technology Services.
ESSENTIAL JOB FUNCTIONS:
• Responsible for district-wide IT technology infrastructure and for the coordination of information technology services across the district and provides input to business technology planning for the district. Identifies and researches alternative technologies, evaluates current staff and technical resources, and identifies alternatives for addressing business objectives.
• Assesses the needs of the district and leads the design and development of technology solutions to resolve complex problems. Develops information and communications requirements to meet the needs of the district and acts as a project manager for the integration of existing and future systems.
• Responsible for ensuring the district’s data and systems are adequately safeguarded and protected from malware, phishing, and other threats to security and ensuring district personnel is thoroughly trained on safe behaviors and practices to mitigate the risk of breach or attack.
• Develops and maintains a broad knowledge and awareness of IT security and risk management practices. Works with the IT security team to continuously strengthen the enterprise’s security stance.
• Provides continuous effort to improve service delivery and conducts root-cause analysis to improve IT operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
• Discusses information and communications systems topics and capabilities with users; provides alternatives on how existing and future systems can meet end-user requirements; gives guidance and recommendations on emerging technologies.
• Provides operational leadership to the IT team and assists in designing, implementing, maintaining, and upgrading all IT infrastructures (local area networks, applications, file, and print servers, personal computers, and operating systems).
• Responds to and resolves complaints dealing with division personnel or service delivery; assists in departmental resource planning that coincides with the IT and business strategy of our client.
• Supervises one or more IT Divisions at the direction of the District Director of IT Services and the Vice Chancellor for Planning, Performance, Accreditation, and Information Systems.
• Coaches and mentors professional employees to contribute as engaged teams that successfully achieve performance goals.
• Develops work unit plans; assigns personnel; reviews and evaluates the work of staff; consults with and coordinates work unit activities; prepares activity and process reports.
• Keeps current on emerging technologies and researches industry best practices that reflect the most effective application of information technology and resources for the district.
• Develops and submits plan(s) and budget proposals to support the long-range goals and objectives of the district.
• Performs other duties as assigned.
MINIMUM EDUCATION AND EXPERIENCE:
• Bachelor’s degree or a combination of relevant experience, education, and training that equates to the required degree.
• Five years of experience developing, implementing, and managing technologies.
• Experience supervising a large, dynamic staff.
PREFERRED EDUCATION, AND EXPERIENCE:
• Master's degree.
• Bachelor’s degree in computer science, information systems, or a technical field directly related to the primary purpose of this position.
• Nine years of work-related experience.
LICENSES AND CERTIFICATIONS:
• Must have a valid Texas driver's license. Must be insurable through the organization’s insurers.
KNOWLEDGE, SKILLS, AND ABILITIES:
• Must be able to understand complex problems in IT and other departments and recommend appropriate technical or process solutions; must understand strategy, development, and execution.
• Must have applied knowledge in cybersecurity detection, prevention, recovery, and response.
• Ability to predict, with a reasonable level of confidence, the effect of emerging technologies on district operations.
• Knowledge and understanding of the impact of related external factors (economics, etc.) on district operations.
• Knowledge of the principles and practices of budgeting in an academic (college/ university) environment.
• Excellent organizational skills with attention to detail and the ability to prioritize all assignments.
• Skill in interpersonal relations. Skill in personnel management (supervision, staff development, resolution of personnel issues, hiring, and conducting performance appraisals).
• Ability to think strategically, partner with business units, and articulate how IT can positively impact business effectiveness.
• Ability to establish and maintain effective working relationships with staff, faculty, and the public.
• Ability to communicate clearly and effectively, both verbally and in writing, and the ability to communicate technical information to non-technical personnel.
• Skills in leading and implementing projects.
• Excellent customer service skills.
