Job Description
Firm Risk Management (FRM) supports Morgan Stanley to achieve its business goals by partnering with business units across the Firm to realize efficient risk-adjusted returns, acting as a strategic advisor to the Board and protecting the Firm from exposure to losses as a result of credit, market, liquidity, model and other risks.


Background on the Position


Morgan Stanley Credit Risk Management (CRM) seeks an Associate with three (3) to (5) years of relevant experience to work with the manager of the Community Reinvestment Act (CRA) Credit coverage team. The CRA Credit team has coverage of the following products within the Community Development Finance (CDF) business unit: Affordable Housing loans, often associated with Low Income Housing Tax Credit (LIHTC) equity investments, Small Business Association (SBA) loans, Community Development Financial Institution (CDFI) loans, and Small Business Investment Corporation (SBIC) loans and investments. The CRA Risk team is responsible for the timely and comprehensive completion of credit analysis for CRA lending and investment requests from the CDF business unit, presenting and defending credit recommendations to senior CRM management. The CRA Risk team also oversees the monitoring of the CRA portfolio within its coverage.


Primary Responsibilities


  • Collaborate with CDF business unit on structuring and documenting proposed transactions as needed
  • Conduct portfolio management activities and oversight of CRA loan portfolio, monitoring existing credits for warning signs of potential deterioration of credit profile and recommending credit actions
  • Provide credit and portfolio information and explanations to internal/external auditors and regulators, as needed
  • Establish, document, and monitor credit ratings and regulatory classifications for new and existing CRA loans, including watchlist and downgrade recommendations
  • Conduct credit analysis, underwrite, and document new CRA loan originations, modifications, and amendment requests for transactions ranging from $1MM to $60MM+; process transaction approval packages and present credit recommendations to senior CRM officers


Experience


  • Familiarity with Bank regulatory ratings
  • Solid credit underwriting and analytical skills, including sponsor/guarantor financial analysis
  • Bachelor's degree with 3-5 years of work experience, preferably with some public sector financing programs that support CRA lending and investment products, and an interest and understanding of the benefits and social impact of the public-private partnership, particularly Tax Credits, and/or SBA 504 lending
  • Strong attention to detail and ability to provide information in usable formats (proficiency in Microsoft office, including Excel, Power Point and Word)
  • Advanced degrees are not required, but considered a plus
  • Underwriting experience in construction financing (particularly affordable housing), and/or, not for profit intermediary lending, and/ or, small business SBA 504 lending
  • Ability to effectively communicate with a wide range of stakeholders, both written and verbally
  • Ability to work independently in a self-directed way in a team-oriented environment
  • Strong organization skills, with an interest in working in a fast-paced environment, often balancing multiple high priority deliverables

Expected base pay rates for the role will be between 85,000 and 140,000 per year at the commencement of employment. However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
