Job Title: Associate Counsel
Functional Unit: Office of General Counsel (“OGC”)

Status: Full-time, Mon - Friday

Onsite at 937 Fulton Street, Brooklyn, New York. Remote work may be permitted after the probationary period, in accordance with the organization’s remote work policy. COVID-19 vaccination required.

JOB SUMMARY
The Associate Counsel (AC) will handle a wide range of risk and compliance matters for the clinical and non-clinical functional units at the organization, including Medical and Nursing Services, People and Culture, Finance, Information Technology, Research, Maintenance, and Security.
The AC will report directly to the General Counsel and will be responsible for providing a high level of administrative and organizational support to the General Counsel.
The AC will also serve as a thought partner and collaborator with the General Counsel on developing and improving systems for knowledge management, project tracking, contract review, and other critical initiatives.
REQUIRED QUALIFICATIONS & COMPETENCIES
• Law school graduate and current admission to the New York State Bar.
• 2-4 years of post-graduate legal experience in a New York not-for-profit organization or government agency, interpreting and applying federal and New York State healthcare law and policy.
• Excellent research, analytic, writing, and communication skills.
• Strong work ethic and initiative, and sound and creative judgment.
• Demonstrated awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations.
• Ability to work both independently and in collaboration with others.
• Willingness to travel throughout the New York metropolitan area.
PREFERRED QUALIFICATIONS
• Experience working with addiction treatment programs and 42 CFR Part 2.
• Experience working with New York State agencies: Department of Health, Office of Addiction Services and Supports, Office of Mental Health, and the New York State Justice Center; with federal agencies: Department of Health and Human Services and Drug Enforcement Agency.
• Experience with federal and New York State labor and employment law.
• Experience working with union employees and collective bargaining agreements.
ESSENTIAL FUNCTIONS
• Respond to legal and compliance inquiries from within the organization, and from external inquiries that relate to the obligations of the organization, review, and draft recommended updates to organization policies, review and negotiate contracts, review, and approve patient and employee records disclosure, and draft legal briefs for internal distribution and for submission to external agencies.
• Provide general administrative support to the OGC, including taking meeting minutes, monitoring action items, and follow-up.
• Develop an understanding of the organization’s mission and programmatic work; and attend departmental and inter-departmental meetings to become versed in the organization’s work.
• Coordinate with the Compliance Officer to ensure organizational legal and policy compliance.
• Coordinate with functional units to ensure contract compliance.
• Other tasks and special projects as assigned.

START Treatment & Recovery Centers, Inc., founded in 1969, is one of the nation’s oldest and largest minority-led addiction treatment and recovery healthcare organizations, with a focus on biomedical and behavioral health research.
START, founded 53 years ago by trailblazing researcher and behavioral sciences pioneer Dr. Benny Primm, is dedicated to transforming the perception of addiction and behavioral health disorders by bringing dignity and respect to the lives, families, and communities it serves. The organization has a longstanding history of advocating for communities of color, promoting health equity through its impact on national policy, and providing treatment guidelines for substance use disorders, viral hepatitis, and HIV.
