Loudoun County is seeking a strategic manager to oversee two major divisions of the Department of General Services - Fleet Operations and Facilities Management. The Department of General Services directly supports residents and government operations by providing responsive and effective emergency and essential public works support, facility maintenance and fleet management and acquisition, and transit and commuter services.
The Assistant Director is one of five senior managers that make up the strategic leadership team of the Department, ensuring efficient and effective service delivery and responsiveness to the direction of the County Administrator and Board of Supervisors in the Department's assigned areas. Additionally, the Assistant Director is a trusted advisor to the Director, Assistant County Administrator, and County Administrator in the areas of fleet management, acquisition, maintenance, and facilities maintenance and operations.
The County currently has a light fleet of approximately 1,800 vehicles and a heavy-duty fleet of approximately 250 vehicles and equipment; many of these vehicles are used by first responders and are critical to emergency service delivery. The County's facilities portfolio encompasses approximately 4.3 million square feet of owned and leased space ranging from traditional office space to flex warehouse and specialized facilities such as secure detention centers and group homes. The programs and services reporting to the Assistant Director, Fleet Operations and Facilities Management, are critical infrastructure and support services. The Department maintains a highly skilled technical staff in these areas and requires an Assistant Director who can focus on the strategic deployment of these resources, planning for the long term financial and operational viability of vehicle and facility management as well as contribute to the overall management and achievement of the Board's vision within the Department of General Services.
The successful candidate for the Assistant Director will be a problem-solver who is able to manage both emergency response situations as well as long term planning effectively. The Assistant Director will embody high ethical standards and will value training and mentoring staff at all levels in the organization. The Assistant Director will have the ability to communicate effectively in writing and in conversation with all levels of the organization to include executive management of the County. The Assistant Director will have the demonstrated ability to build collaborative relationships with peers across the County as well as with other organizations such as the Loudoun County Public Schools. The Assistant Director will have a demonstrated track record of valuing diversity and inclusion of staff, ideas, methods, etc. within their scope and ability to contribute to the future enhancement of these values in our organization.
Salary commensurate with experience.
Job Requirements
Master's degree in Business, Public Administration or another field related to the operational areas of the Department and a minimum of five (5) years of directly related and progressively responsible work experience, including at least three (3) years of supervisory and management experience, preferably in a government setting; or equivalent combination of education and experience.
Special Requirements
This position requires a valid driver's license and is subject to call 24 hours a day, seven days a week. The incumbent has responsibility, alternating with the Director, to provide General Services active representation and support in the County's Emergency Operations Center (EOC) during activations which may result from natural or man-made disasters or events.
