THE ORGANIZATION

The City of Phoenix is a full-service city with the largest council-manager form of government in the United States, with 14,500 city employees, including seven employee unions and associations, and a $3.4 billion annual budget. The Phoenix City Council is comprised of a Mayor and eight Council members. Each council member is elected by the people from a represented council district for a four-year term. The Mayor is elected at-large. The City Manager is appointed by the Mayor and City Council and is responsible for the city’s day-to-day management and operations including overseeing more than 30 departments, and managing the finances and budget of the City of Phoenix.

It is an exciting time to work for the City of Phoenix! For the first time since 2006, a proposed General Obligation (GO) Bond program of $500 million was approved by Mayor and Council. Voters will decide during a Special Election in November 2023 whether or not to adopt the GO Bond Program. GO Bond programs will be essential in funding the critical infrastructure and rehabilitation needs of City facilities such as parks, libraries, fire and police stations, affordable housing, streets, and storm drains. POSITION OVERVIEW

The City of Phoenix seeks a knowledgeable and collaborative leader to fill the position of Assistant City Manager. This executive-level position directs administrative work relating to the full range of municipal management issues, serve as one of two of the City's second ranking administrative officers after the City Manager, and may serve as Acting City Manager in the Manager's absence. Duties include directing the activities of Deputy City Managers and City departments and offices based on general direction and policy of the City Manager and City Council. The Assistant City Manager interprets Council and management policies for other administrative officers, employees of the City, and other interested parties. The incumbent resolves problems or conflicts that may arise in City government and helps establish good management practices and directs the administrative staff. Subject to general supervision and policy determinations of the City Manager, duties of this position are carried out with wide latitude, judgment, and discretion. Work is subject to evaluation on the basis of results achieved.

The Assistant City Manager consults with and advises the City Manager about community and program needs, works closely with the City Council, prepares and presents programs for approval by the City Manager and City Council, works as a member of the City Manager’s executive team to ensure effective and seamless delivery of City programs and services, oversees the implementation of complex projects, and coordinates the development of the annual budget for assigned departments and functions. Assistant City Managers meet and correspond with various residents, professionals, businesses, governmental agencies, and other groups to resolve complex issues and problems, to respond to questions and requests, and to secure their input and support in carrying out various programs.

CHARACTERISTICS OF THE IDEAL CANDIDATE

The ideal candidate is a leader of leaders who can balance the strategic vision of the City organization with the day-to-day achievement toward a “big picture” vision for what is possible. This dynamic and innovative leader will be a “community steward” and a values-based professional that is deeply committed to transparency and the mission of public service to make decisions that are in the best interest of the Phoenix community and the employees of the organization.

The ideal candidate should be thoughtful, effective, and responsive with an ability to identify community and organizational needs through an equity lens. This fiscally savvy, business-minded individual will be dedicated to improving services and creating efficiencies through the implementation of strategic objectives for city services across all sectors of the population.

The new Assistant City Manager shall have excellent interpersonal, analytical, presentation, listening and communication skills to be able to effectively communicate with the City Manager, City Council, the public and all levels of the organization in understandable terms. This role requires someone with the emotional intelligence and leadership presence to effectively guide and manage a diverse, high-performing staff, and with the political aptitude to anticipate and plan for issues of concern. This person should be able to create a positive atmosphere for employees in the organization and must adhere to the highest ethical and moral standards, display transparency, and commit to PHXRespect.

To continue building the Phoenix of tomorrow, an ideal background that would complement the City’s vision and key initiatives would include experience working with economic development projects and incentive programs, process improvement and efficiency measures, technology enhancements, bond referendums and strategic planning.

QUALIFICATIONS

  • Ten (10) years’ experience in a medium to large full-service municipal government or comparable organization, including at least five years at a department director level or above.
  • Other combinations of experience and education that meet the minimum requirements may be substituted, however a college degree is required.
  • Bachelor's Degree from an accredited college or university with major coursework in Public Administration, Business Administration or a directly related field; a master's degree is preferred.

COMPENSATION AND BENEFITS

Salary is up to $287,602 annually and will be commensurate with the qualifications and experience of the successful candidate. The City contributes 9% of salary into 457/401(a) plans with no matching required. $5,400/annual car allowance and $1,440/annual cell phone allowance. The City is currently undergoing a classification and compensation study for all job classifications, which will be completed this year and may result in an increase to the pay range. The selected candidate will be required to reside within Phoenix city limits within 24 months after the date of hire.

A comprehensive Executive benefits package is offered which includes:

Traditional pension with employer and employee contributions; choice of medical HMO, PPO, HDHP/HSA plans; wellness incentive of up to $720 annually; dental; vision; life insurance; long-term disability; medical enrollment includes a monthly $150 City contribution to a Post-Employment Health Plan; bus/light rail pass; tuition reimbursement; paid time off includes 12.5 paid holidays, 12 vacation days, 15 sick days.
