Developmental Assignment
CAREER ADVANCEMENT PROGRAM: All Professional Work Category positions advertised at a Pay Band 2 are part of NGA's Career Advancement Program (CAP). Employees in the Career Advancement Program will be evaluated semi-annually to determine if they meet the established program requirements. If requirements are met, employees will be eligible for a salary increase. Upon meeting all program requirements, the employee is eligible to be promoted non-competitively to a Pay Band 3. This promotion completes Career Advancement Program participation meaning the employee will no longer receive salary increases through the Career Advancement Program, and will now be evaluated in accordance to the Agency's standard evaluation processes.
Job Summary
ASSIGNMENT DESCRIPTION: Aeronautical Analysts analyze and exploit worldwide aeronautical source and imagery in support of safety of navigation and national intelligence goals and requirements. They collaborate with partners and co-producers to ensure that databases and products contain current navigation and intelligence information. These analysts apply international certification standards to ensure the quality, accuracy, and currency of data and products.

ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of foundation data - such as safety of navigation, terrain, elevation and gravity --to help users visualize what is happening at a particular place and time. NGA uses a flexible, high mobility career model. Individuals are hired for their overall skills within a specialty such as Aeronautical Analyst, then placed in a related position upon completing the clearance process. Aspects of the job such as travel, supervisory, telework, etc. may change, depending on specific positions available at that time. It is also possible that applicants could be hired into a position with specific aspects and then change positions after serving for a period of time in that assignment. Applicants who have completed the clearance process receive final documentation about the nature of the specific position before they make the final commitment to join NGA. Mandatory Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Knowledge of operational aeronautical navigation principles and procedures; and/or airfield & airspace components and structure, and/or aeronautical terminology, data, products, and services. 2. Demonstrated experience organizing and utilizing time and resources efficiently and effectively, to achieve desired results, consistent with the organization's goals and objectives. 3. Demonstrated ability making sound decisions even when data is limited or the consequences are uncertain. EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Aeronautical Science, Commercial Aviation, Flight Science/Education, Air Traffic Control (ATC), Air Traffic Management, Unmanned Aircraft Systems, or other related degrees that includes actual or simulated aeronautical experience mandated with the curriculum along with a thorough knowledge of domestic and international air navigation principles as well as airspace, air infrastructure, and flight operations. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of completed coursework in Aeronautics, Aerospace Engineering, Aerospace Studies, Geospatial Information Systems, Global Security and Intelligence, Cartography, Homeland Security, or other areas related to aeronautical navigation and operations plus a minimum of 250 hours of flight experience as a pilot, co-pilot, navigator, or flight instructor -OR- a minimum of 3 years of civilian or military work expertise as an air traffic controller, flight dispatcher, flight or ground school instructor, mission planner, Aeronautical Information Specialist, Terminal Enroute Procedural Specialist (TERPS), or other field which provided an understanding of air navigation principles, operations, publications, airspace, and/or airfield infrastructure. -OR- C. Experience: A minimum of 6 years of work experience within an analytical occupation that involved the acquisition , collection, analysis and evaluation, extraction and population, and maintenance of Geospatial or Safety of Navigation related databases -OR- hold an FAA credential in an Aeronautical work role involved in the acquisition, collection, analysis and evaluation, extraction and population, and maintenance of Geospatial or Safety of Navigation related databases. PHYSICAL REQUIREMENT: Distinguish principal colors; Stereopsis ability required for assignments that require the use of stereo imagery; Near visual acuity of 20/60 or better with or without corrective lenses
Highly Desired Qualifications
QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated utilization of Department of Defense (DoD) suite of aeronautical navigational products and data. 2. Demonstrated experience analyzing and resolving complex problems within the field of aviation. 3. Knowledge or experience using analytical methodologies and/or techniques relating to aeronautical sources, data or imagery. 4. Ability to communicate ongoing work to peers and leadership through written, visual, spoken reports and briefings.
Additional Job Requirements
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.
