Job Description

The Accounting Clerk I is an advanced bookkeeping position responsible for preparing and maintaining certain Town fiscal records, reports, accounts and procedures including, but not limited to, purchase orders, payables, bank accounts, general ledger accounts, and the procurement of office supplies among others. The nature of the duties requires that the person in this position must be able to work under some pressure, with a high level of accuracy, to meet certain deadlines. Must be able to remain calm, think clearly and handle varying situations in a professional manner. Greets and interacts with the general public with tact and courtesy. Work requires the use of some independent judgment and initiative within established guidelines and Town policies and procedures.

Essential Functions:

  • Maintains files for areas of responsibility in an efficient and effective manner.
  • Assists with opening, date stamping, sorting and distributing incoming mail when required; posts incoming checks and processes in accordance with established procedures.
  • Prepares and maintains competitive procurement files.
  • Verifies travel and training expense reimbursement requests are properly documented, approved, and follow Town policy.
  • Prepares automated and manual checks in a timely and efficient manner.
  • Inputs budgetary data into financial accounting system.
  • Record and maintain data on spreadsheets, forms and or documents; uses equipment to scan, copy and distribute information; answers telephone; maintains paper and computer files; and uses computer to produce or answer email inquiries.
  • Processes claims and vouchers for payment; matches invoices with purchase orders and order/delivery receipts; reviews all claims for accuracy; verifies account coding and available budget for expenditure; ensures all claims are approved by appropriate Town personnel; resolves disputes within area of authority and responsibility.
  • Prepares and processes purchase orders for vendor delivery; maintains purchase orders in accounting system; maintains contract files, vendor files and master vendor list.
  • Performs routine research, reconciles processed receipts and disbursement to ensure accuracy of the financial records, and prepares appropriate correcting entries as needed.
  • Assists in reconciling general ledger to supporting documentation and various reports.
  • Demonstrates thorough knowledge of and adheres to all established Department and Town policies and procedures.
  • Interprets and applies Town policies, Federal, State and local laws, and regulations as related to payment due dates, purchasing card usage and sales tax-exemption, etc.
  • Performs other job-related duties as necessary and consistent with the position.
  • Prepares periodic financial statistical or operational reports as assigned.
  • Keeps Supervisor informed of all work-related issues and problems that may affect and/or improve the operation of their respective areas.
  • Reconciles and balances monthly vendor statements.
  • Composes, types, and edits a variety of correspondence, reports, memoranda, and other material requiring judgment as to content, accuracy, and completeness.
  • Participates in meetings and training as directed and in accordance with policy and procedures.
  • Regular and reliable attendance is required as an essential function of this position.
  • Strives to maintain an effective working relationship with fellow employees and management, as necessitated by the nature of the work.
  • Assists in maintaining a daily cash balance and balancing cash on hand against receipts; assists in preparing and balancing deposits

Qualifications

• High School diploma or equivalent. • Two (2) years of increasingly responsible related bookkeeping experience. • An equivalent combination of education, training and experience may be substituted for the above requirements.
