Required Education, Skills, and Experience:

Manage a leadership team that oversees all Project Managers

Bachelor’s Degree and 20 or Master’s Degree and 18 years' experience in Space Communications or similar field

10 years' experience planning, directing, coordinating, and managing large, technical programs for NASA

Experience managing large scale programs with 300+ personnel

Experience managing budgets of $50M/annually

Knowledge of NASA policy and procedures, including laboratory operation, configuration control/management, and safety & mission assurance.

Document closeout risks and report status to Logistics Lead and SOFIA Project Manager weekly.

High School Diploma and 7 years of related experience.

Excellent written and oral skills. Proactive communicator.

Knowledge of SOFIA technical and science systems, personnel, facilities, and aircraft operational environment.

Review project property for information on reuse, disposition and sale of property going through the excess process.

Or, a combination of education and experience providing equivalent knowledge.

Effective time management; maximizes productivity.

Experience with and knowledge of Applicant Tracking Systems.

Serves as primary recruitment point of contact for assigned hiring managers.

Facilitates calls with assigned hiring managers; reviews requisition performance and provides recommendations based on data.

Reviews and dispositions applicants; identifies qualified candidates for hiring manager review.

Identify and lead process improvement initiatives that align with Program Management strategy and goals.

BS degree in Engineering, Science, or equivalent technical discipline with 5-10 years of experience that led to increasing levels of responsibilities.

Prior experience successfully working with multiple customers and/or stakeholders in parallel

Excellent written and verbal communication skills

Identify, evaluate, and recommend innovative methodologies and tools and/or platforms that support strategic initiatives.

Assist with benchmarking activities, including the analysis of trends and report out of data systems.

Intermediate technology skills, such as file management, file sharing, word processing, internet and website navigation, etc.

Two years customer service, library or education/teaching experience.

Straightens and cleans up the library to provide a welcoming experience

Assists patrons with library technology offerings, such as e-books and online databases

Helps manage library materials collection

Keeps current on new library resources, trends, technology and offerings

Strong time management skills. Ability to organize and prioritize numerous tasks received from multiple individuals and complete them under time constraints.

Scan and save documents in document management system.

Assist with financial statement data entry and regular input to trust information database.

Strong technical aptitude. Intermediate Microsoft Word skills required. Advanced Microsoft Word skills preferred. Proficiency with Microsoft Excel and PowerPoint preferred.

Copy, organize, and mail client estate planning binders.

Support NASA technical evaluations of NASA contractor proposals and task plans.

Support pre-bid activities (including contractor pre-bid walkdown) of projects as required.

Support design/implementation reviews and provide integrated response from the NASA O&M engineering and user community.

Process RFI and Change Orders through NASA CO.

Verify work completion to support invoice payments and provide project inspections.

Assemble shop drawings/data submittals and prepare Design Release Authorizations (DRAs) for release into the Engineering Documentation Center (EDC).

Advise users concerning equipment capabilities and maintenance requirements.

Administer all daily, weekly, monthly, quarterly, and annual or greater 3M maintenance requirements for assigned diving related equipment.

Military diving experience and credibility in the Navy dive community are essential to successful delivery of the required service.

Five (5) years’ experience as a military recompression chamber supervisor to include recognition and treatment of diving emergencies.

Schedule, direct, and monitor 3M system while keeping abreast of changes/directives issued by the US Navy.

Conduct inventories of Special Tactics diving equipment, watercraft, and engines.

Knowledge and experience using Microsoft Office products is critical, including Outlook, Word, Excel and PowerPoint.

Comfortable using website applications to coordinate activities, store files, and enter data as needed. Experience with SharePoint is preferred.

Possess excellent written and oral communication skills, attention to detail, and the ability to prioritize projects to meet deadlines.

Provides coordination support to high-level leadership including coordinating with multiple Agencies and stakeholders.

This involves working closely with the NASA Adminsitrator office and other high level senior officials to coordinate activities.

Proactively engages in planning administrative and logistics support for designated meetings, launches and high level events.

Perform inspections and report reviews in accordance with National Bridge Inspection Standards requirements, and determine maintenance or repair needs.

Experience with computer-based report generation and review

Qualified applicants who are offered a position must pass a pre-employment substance abuse test

Review bridge inspection reports from inspection crews

Perform emergency inspections of bridges damaged by collision, floods, etc., as required.

Schedule bridge inspection crew work.

Manage water quality in assigned exhibits and holding tanks

Check and maintain diving equipment such as helmets and diving suits.

Carry out non-destructive testing such as crack inspection on bridge piling, as well as other underwater condtruction activities.

Minimum certification of Entry Level Air Tender/Diver by ADCI or equivalent certification. Air Diving Supervisor certification preferred.

Concrete pile jacketing experience is preferred

Prior construction experience is preferred, however we are willing to train

Working knowledge of surface-supplied commercial diving equipment used for inland, air-only diving.

Must be open to travel

Works as assigned by the Diving Supervisor to ensure the safe and successful completion of all diving operations.

Performs such tasks topside and underwater as directed by the Diving supervisor.

Obeys all commands or signals to return to the surface immediately.

Reports any physical problems that may be encountered to the Diving Supervisor prior to and after any dive.

Follows all safe diving procedures in accordance with the Diving Manual, Company Policies and Procedures, and applicable regulatory guidelines.

Participates in Safety and Environmental initiatives that will contribute to compliance of State/Federal regulations and improve existing Company programs.
