We seek a VR Youth Program Manager (Rehabilitative Counseling Manager 2) to join our Vocational Rehabilitation team.
As the VR Youth Program Manager, you will provide leadership and supervision for the statewide staff working directly with the Youth Program within Vocational Rehabilitation Program. You will be part of the VR Executive Team and participate in implementing program goals and objectives, determining and approving program priorities. You will also develop the biennial and interim budget requests, contract administration and oversight and lead problem-solving. The right person will oversee the youth staff of VR are following and driving towards the VR Program's goals and objectives while maintaining quality services to the students and clients and staying within the allocated budget for the program. Lastly, as the Youth Program manager, you will be responsible for ensuring the program meets its federal reporting and that 15% federal funds of the overall budget are allocated to youth services.

What you need to qualify: Minimum Qualifications:
Six years of supervision, management, or progressively related experience
OR
Three years of related experience and a bachelor's degree in a related field.

Essential attributes
We are looking for candidates with:
  • Knowledge of Individuals with Disabilities Education Act (IDEA) and Transition Services
  • The initiative, tact, political sensitivity, good judgment, strong communication skills, teamwork, leadership, problem-solving, and ability to manage change
  • Ability to execute primary leadership, coordination, and facilitation responsibilities in an organization during change and/or program redesign.
  • Experience in working with diverse groups with varying priorities and goals and moving these groups toward consensus.
  • A master's degree in the field of rehabilitation, education, and/or counseling is preferred, but not required.
  • Strong understanding of Vocational rehabilitation and the federal regulations and mandates specific to service youth and students with disabilities
  • Strong understanding of the Workforce Innovation and Opportunity Act (WIOA) and the importance of serving youth.

Your duties at a glance
As a VR Youth Program Manager, you will:
  • Connect and collaborate with the state and local agency partners.
  • Facilitate the planning and implementation of workforce staff training on identified issues and /or feedback. Assists in creating and planning for the Employee Development Plan (EDP).
  • Provide support to Branch Managers in the implementation of Youth services in their local offices.
  • Collaborate with the Deputy Director of Direct Services to ensure the equitable implementation of youth services across the state.
  • Provides supervisory functions and oversight staff development for the youth team.
Working conditions
  • Regular travel to other offices, meetings and trainings is required, sometimes in inclement weather.
  • Regular traveling across Oregon throughout the year to conduct youth business and to attend local, state and national conferences. Occasional evening and/or weekend travel or work assignments is necessary
  • In office and remote work environment includes extensive amount of time working on computer screens.
