Job Description

Duties

Key facts about this DHA notice:

  • TTS is seeking to fill multiple PERMANENT appointment at the GS-15 level.
  • Any selections made will be contacted by Human Resources. No additional status notifications will be sent.

  • This is a virtual/remote position.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-15:

Strategic IT Program Marketing and Outreach

  • Makes data informed decisions, sets benchmarks and measures the impact, effectiveness and return on investment (ROI) of outreach and marketing efforts, using marketing tools (e.g. Google Analytics or Adwords, Hootsuite, Trello, GovDelivery, airtable, etc). Leverages analytical reasoning, creative thinking and effective use of data to make strategic decisions.
  • The incumbent works directly with GSA, FAS, TTS and OSC leadership and staff to develop and translate the overall Information technology business strategy into actionable short- and long- term outreach, brand and marketing strategies.
  • Develops outreach, brand and marketing strategies that engage key and differing stakeholders including the media, congressional members and their staff, industry, agency partners and the American public to increase awareness of and clarify TTS' vision, mission, values, service offerings, and brand.

Program Management

  • Maintain awareness of trends in marketing and outreach, and experiments with novel ways of improving and driving down cost of IT program functions.
  • Communicate expectation to TTS staff.
  • Proactively identifies, manages and navigates internal and external politics that impact the work of the organization.
  • Develops strategic communication plans to convey information about programs to the public. This includes identifying audiences, determining the most effective media to use in reaching them, developing written materials, and securing the assistance of media representatives and organized groups.

Supervisory Duties

  • Leads and inspires TTS staff to support all brand and marketing efforts, including but not limited to Outreach direct reports. Collaborates with leadership and various team members to achieve program goals.
  • Supervises, leads and develops a large, senior-level team of marketing, outreach, technology design, user experience, content and visual design professionals.
  • Finds ways to improve production or increase the quality of the work directed. Develops performance standards. The supervisor further advises subordinates on technical and administrative matters and approves leave; approves expenses comparable to within-grade increases, extensive overtime, and employee travel; ensures subordinates are aware of GSA and TTS policies, project goals, objectives and mission; and assures full integration of EEO principles.

The GS 15 step 1 salary range starts at $$136,908.00 per year. The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

QUALIFICATIONS

BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below.

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.

Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

GS-15 LEVEL SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience at the GS 14 grade level. Specialized experience for this role is defined as:

  • Experience creating and executing marketing and outreach strategies for a technology-focused organization, communicating business goals/vision and determining the most effective communication channels including all of the following:

1. Digital platforms (i.e websites, social media content, etc.)
2. Print media (i.e marketing brochures, reports, etc.),
3. Press outreach (i.e interviews, press releases, etc.)
4. Events (i.e speaking opportunities, workshops, etc.)

  • Experience translating overall business strategies into an actionable technology brand and marketing strategy.
  • Experience making data-informed decisions through the use of marketing tools (e.g. Google Analytics, Hootsuite, Trello, GovDelivery, Airtable and Google Adwords).
  • Experience leading brand positioning for an organization with multiple products and services.
  • Experience composing executive-level technology focused articles and/or speeches for different audiences (technical and non-technical), i.e: talking points, executive briefings, and/or official testimony.
  • Experience leading and supervising a team of cross-functional professionals (i.e. marketing, outreach, UX, media relations, and visual and content design professionals) and advising Senior Executives in the technology field.
  • Experience establishing and maintaining effective working relationships to facilitate high level briefings, meetings and to gain consistency in decision making.
