Position Overview
The Division of Family and Community Services is seeking to hire an administrator to oversee the Youth Development Services programs as defined by the Reimagine Public Safety Act (RPSA) for the Office of Community and Positive Youth Development. This position develops, organizes, and evaluates achievements of goals and objectives of programs; prepares and disseminates competitive and non-competitive notices of funding opportunities and/or requests for proposals, coordinates and monitors the entire application process ensuring compliance with the Grant Accountability and Transparency Act (GATA) 30ILCS708; 2CFR200, the Illinois procurement Code etc; develops, updates, and conducts program trainings and orientations regarding program implementation, evaluation requirements, policies, and procedures for the Youth Development Services programs and related projects and initiatives to new and existing grantees, Division/Department staff, public officials, and other state agency personnel; directs efficient use of program resources including the assurance that statutory responsibilities and programs exist within approved budgets; and consults with Bureau staff to ensure the comprehensive integration and coordination of program activities and functions.
Job Responsibilities
1.Serves as the Youth Development Program Administrator as defined by the Reimagine Public Safety Act (RPSA).
2.Responsible for developing, organizing, and evaluating achievements of goals and objectives of programs.
3.Prepares and disseminates competitive and non-competitive notices of funding opportunities and/or requests for proposals, coordinates and monitors the entire application process ensuring compliance with the Grant Accountability and Transparency Act (GATA) 30ILCS708; 2CFR200, the Illinois procurement Code etc.
4.Serves as full-line supervisor.
5.Develops, updates, and conducts program trainings and orientations regarding program implementation, evaluation requirements, policies, and procedures for the Youth Development Services programs and related projects and initiatives to new and existing grantees, Division/Department staff, public officials, and other state agency personnel.
6.Directs efficient use of program resources including the assurance that statutory responsibilities and programs exist within approved budgets.
7.Consults with Bureau staff to ensure the comprehensive integration and coordination of program activities and functions.
8.Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1.Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with course work in a social or human services field.
2.Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a health or human services organization.
Preferred Qualifications
1.Five (5) years of professional experience managing a youth development or intervention program.
2.Three (3) years of professional experience developing and managing multi-provider grant programs including program budgeting, statistical analysis and performance measurement.
3.Three (3) years of professional experience managing, developing and implementing a Request for Proposal (RFP) under the Illinois Procurement Code and/or Notice of Funding Opportunities (NOFO) under the 2CFR200 & Illinois Grant Accountability and Transparency Act.
4.Three (3) years of professional experience developing management level detailed programmatic reports which provide high-level analysis of program implementation inclusive of quantitative and qualitative data analysis as well as reports analyzing legislation, development of policy and procedures documents, corrective action plan development and recommendations.
5.Two (2) years of professional experience analyzing administrative problems and adopting an effective course of action.
6.Two (2) years of professional experience training, supervising and evaluating personnel.
