Job Description

Under the minimal supervision of the Manager for the Tobacco, Asthma, Cancer, and Alzheimer’s (TACA) Branch in the Chronic Disease Unit, the Youth and Special Populations Coordinator (Program Specialist V) serves as the Tobacco Prevention and Control Program (TPCP) subject matter expert for and leads prevention and behavioral interventions for youth and young adults as well as special populations disproportionately impacted by tobacco-related health disparities. This position performs advanced (senior-level) consultative and technical assistance work, including program planning, development, and implementation of TPCP activities. Responsible for federal grant deliverables and activities related to youth, young adults, special populations, and health disparities, including assisting in grant writing, work plan development and monitoring, reporting, and drafting progress reports. Oversees TPCP contracts and contractor activities related to youth and young adults as well as special populations and health disparities. Identifies potential contractors and develops contracts, including writing scopes of work and deliverables. Ensures that contractor scopes of work, deliverables, and activities are in alignment with overall TPCP goals to reduce tobacco prevalence among youth, young adults, and disparate groups. Provides guidance and technical assistance to internal and external stakeholders, including TPCP staff, regional coordinators, community coalitions, and contractors as well as partner organizations and other Health Promotion and Chronic Disease Prevention (HPCDP) Section programs. Develops program materials, reports, briefings, and other documents and ensures compliance with Section and Division policy. This position works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Due to the work of the TPCP and TACA Branch, the person filling this position must not use tobacco products (combustible or non-combustible), including e-cigarettes/electronic nicotine delivery devices.
Essential Job Functions
(30%) As the TPCP lead for youth and young adult programs, this position oversees and coordinates youth prevention and intervention efforts. Responsible for federal grant deliverables and activities related to youth and young adults. Oversees the statewide youth tobacco prevention and control initiative, statewide college tobacco prevention and control initiative, youth tobacco awareness program, and youth tobacco survey contracts. Provides technical assistance to contractors to ensure a seamless implementation of youth and young adult programs. Oversees the development, implementation, and evaluation of evidence-based interventions to prevent tobacco use and tobacco-related health risks. Oversees the licensing, training, and certification of youth tobacco awareness program instructors across the state. Consults with other TPCP and HPCDP Section staff to identify and act on opportunities to expand the reach and capacity of youth and young adult programs.
(30%) As the TPCP lead for special populations and health disparities, this position oversees prevention and intervention efforts related to populations experiencing tobacco-related health disparities. Responsible for federal grant deliverables and activities related to special populations and health disparities. Oversees contracts aimed at addressing tobacco use among disproportionately impacted populations in Texas. Identifies and prioritizes populations at high risk for tobacco use and tobacco-related diseases. Develops and implements effective evidence-based initiatives and activities to address identified disparities and population needs. Ensures that interventions are culturally and linguistically appropriate to address the needs of identified disparate populations. This position engages with state and local stakeholders to ensure representation from the target special populations in program activities.
(20%) Responsible for federal grant deliverables and activities related to youth, young adults, special populations, and health disparities, including assisting in grant writing, work plan development and monitoring, reporting, and drafting progress reports. Oversees TPCP contracts and contractor activities related to youth and young adults as well as special populations and health disparities. Identifies potential contractors and develops contracts, including writing scopes of work and deliverables. Ensures that contractor scopes of work, deliverables, and activities are in alignment with overall TPCP goals to reduce tobacco prevalence among youth, young adults, and disparate groups. Monitors contracts, provides technical assistance to contractors, and ensures appropriate and complete spend down of contract funds. Meets with contractors routinely and monitors their monthly, quarterly, and annual reports to analyze contractor performance.
(15%) Provides guidance and technical assistance to internal and external stakeholders, including TPCP staff, regional coordinators, community coalitions, and contractors as well as partner organizations and other HPCDP Section programs. Develops program materials, reports, briefings, and other documents and ensures compliance with Section and Division policy. Develops program policies, procedures, standards, and manuals in accordance with TPCP objectives and goals. Gathers and interprets information to identify best practices for the program and makes recommendations to the TACA Branch Manager. Ensures compliance with program and agency policies and procedures, state statutes, and rules.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern and/or location.

Initial Selection Criteria
Graduation from an accredited four-year college or university, with degree relevant to public health, health education, or a closely related field preferred. Master’s degree in a related field preferred. At least two years of experience working in tobacco control, chronic disease, health education, public health, or other related field. Experience managing contracts, managing projects, and working on federal grants preferred.
