Position: Writer Editor, GS-1082-11/12
Division: Office of the General Counsel
Unit: Discovery, Oversight and Congressional Counsel
The Discovery Oversight and Congressional Counsel Unit (DOCCU) provides legal support and guidance to FBI entities, including the Office of Congressional Affairs (OCA) and Inspection Division (INSD) regarding the FBI’s engagements with and responses to Congress and external reviews and investigations. DOCCU’s mission includes assisting OCA, INSD, the Director’s Office, the Deputy Director’s Office, executive management, and the operational divisions in accommodating congressional oversight and responding to external investigations and requests for information, while ensuring the FBI’s mission, resources, and other equities are appropriately protected.
Under the guidance of DOCCU leadership, the Writer-Editor will work closely with personnel across the FBI, including all three branches of OGC, to draft testimony, letters, and narrative responses to Congress. The Writer-Editor is responsible for drafting responses to congressional inquiries involving multiple and complex subject matters. This may include research and analysis of pertinent laws, regulations, policies, and programs, as necessary to develop complete and accurate written products. The Writer-Editor serves as a liaison with, and provides information to, multiple internal stakeholders and consolidates multiple division responses into a unified congressional response. The work requires a delicate balance between maintaining accuracy and, at the same time, adjusting the level of writing to the understanding of a congressional (and/or general) audience.

Salary: GS11: $78,592.00 - $102,166.00 (Locality)
GS12: $94,199.00 - $122,459.00 (Locality)
Full Performance level: GS13

Mission Statement:

Major Duties:
GS-11
- Edits products for accuracy, adequacy of coverage, manner of presentation, grammatical precision, and structure and style. Works closely with authors to ensure that written material clearly states organizational positions, programs, policies and objectives.
- Works with DOCCU attorneys and OCA leadership to ensure consistent, written products.
- Drafts testimony, letters, and narrative responses to Congress relying on submissions from subject matter experts in multiple FBI divisions and field offices.
- Work assignments also involve: obtaining, analyzing and selecting relevant information; determining the most logical and effective sequence of the narrative; determining the overall length and tone based on the objectives, the medium, and the audience; writing the material; and conducting final quality control of materials prior to publication.
- Analyzes information and resolves misunderstandings and misinterpretations.
GS-12: In addition to the above duties:
- Reviews congressional-related written material that is prepared fox submission to the Director of the FBI and advises as to its suitability.
- Works with DOCCU attorneys and OCA leadership to identify additional written products for creation and dissemination to internal stakeholders and Congress.
- Compose writing in editing, reviewing and providing advice on all DOCCU written products, from routine to highly complex subjects.

Specialized Experience (SE):
GS11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS9 grade level. SE is defined as follows:
- Experience in writing/editing complex materials.
- Researching, analyzing, refining and presenting information for public use.
- Experience interpreting the results of highly complicated, potentially controversial, and important policies.
- Experience applying editorial language and style theories and practices, in order to edit articles/documents to conform to accepted standards in language, style, and publishing methods.
- Experience communicating, planning, organizing, and creating communications and collateral products for specific initiatives.
- Formulating written products that explain and interpret complex or controversial agency policies, programs and findings.
GS12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS11 grade level. SE is defined as follows:
- Provide alterative advice and information to the subject matter expert/authors.
- Managing publication projects from conception to printing and distribution.
Education:
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
