Job Description

Assists in the planning, directing, managing, and overseeing the activities and operations of the Human Resources Department specifically related to compensation programs, performance management, training and development; coordinates assigned activities with other departments and outside agencies; and provides administrative support to the Human Resources Director.


ESSENTIAL JOB FUNCTIONS:

  • Ability to administer the City’s compensation program including but not limited to participation in surveys, collecting and maintaining market data, communicating information regarding job families and presenting recommendations for budgetary consideration as needed. OTHER JOB FUNCTIONS:
  • Ability to respond to and resolve citizen inquiries and complaints.
  • Ability to select, train, motivate and evaluate personnel and meet with staff to identify and resolve problems. Ability to plan, direct and coordinate assigned personnel; delegating projects and programmatic areas of responsibility, reviewing and evaluating work methods and procedures; working with subordinate employees to correct deficiencies; implementing discipline when necessary.
  • Ability to function as department head in absence of Director.
  • Ability to design and facilitate organization and department/division curriculum providing in-house development focused on a variety of subjects addressing leadership competencies and organizational values, including interaction with external training consultants to identify course objectives and content to meet development needs of staff and effective solutions to workforce issues.
  • Ability to prepare and present staff reports and other necessary correspondence.
  • Ability to monitor expenditures and prepare monthly departmental reports, quarterly BAR analyses and annual budget process.
  • Ability to assist in the management of human resources programs and activities including the development and implementation of departmental goals, objectives, policies, priorities; ability to manage and direct employee services programs specifically related to key areas of functionality which include but are not limited to compensation, HRIS, training and development, educational assistance, alternative staffing, on-boarding and new employee orientation.


MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

Knowledge of operations, services and activities of a comprehensive human resources program.

Knowledge of principles and practices of human resources management and administration.
Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
Skill in communicating conceptual or informative ideas to others in written and oral form and influencing opinion, attitudes, or judgments.
Skill in selecting from possible alternative methods, the method that leads to the potentially best answer or solution to the problem.
Skill in investigation and determination of facts or questionable information.
Ability to establish and maintain effective relationships with a variety of individuals both internal and external to the organization (i.e., co-workers, managers, citizens, council members, vendors, etc.)
Ability to develop strategies and effectively implement programs.
Ability to select, train, plan, organize, direct, coordinate monitor and evaluate the work of subordinates to accomplish departmental objectives.
Ability to estimate financial, material, personnel and equipment requirements for projects/program assessments, establish detailed project/work schedules and manage projects/work within established schedule.
Ability to operate a variety of office equipment including but not limited to a personal computer and pertinent software, calculator, and telephone.
Ability to perform a variety of physical and mental skills including but not limited to standing or sitting for extended periods of time, reading and writing, preparing and presenting material in a formal setting, performing complex mathematical computations, making sound decisions and using good judgment and demonstrating intellectual and communication capabilities.

Qualifying Education and Experience:

Bachelor's Degree from an accredited college of university with major course work in Human Resources, Business Administration, Psychology, Industrial Relations, Public Administration or a related field four years of increasingly responsible human resources experience including two years of management and administrative responsibility. Any equivalent combination of education and experience may be substituted for the above. Certification(s) demonstrating obtained human resources expertise preferred, including but not limited to Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), Certified Compensation Professional (CCP), and/or Certified Employee Benefits Specialist (CEBS).
