Class Concept

Minimum Qualifications:

Education: Associates degree and 3 years experience with the ability to work outdoors in all types of weather conditions, outdoor experience preferred including the ability to work in a confined space, and computer proficiency; or any equivalent or combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; state of Georgia Certification as a Water Distribution Systems Operator (to be obtained within six (6) months of employment).

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:

The purpose of this classification is to perform operational duties related to obtaining, screening, coordinating, determining, and responding to requests to locate water and sewer mains, services, and appurtenances using electronic locating devices, including supervising assigned staff, reading and interpreting blueprints, performing fire flow tests, and assisting the Engineering Division with Global Positioning System (GPS) and Geographic Information Systems (GIS) data acquisition. Utility Locate Coordinator is distinguished from Utility Locate Technician in that the former supervises assigned staff and coordinates various utility locating activities, whereas the latter does not supervise assigned staff but performs operational duties related to locating sites where utility mains, services, and related appurtenances exist.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Coordinates, screens, determines, and responds to requests to locate water and sewer mains, services, and appurtenances.

Supervises assigned Utility Location Technicians, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff conflicts, and administering disciplinary action as required.

Reads, interprets, and utilizes blueprints and maps to locate water and sewer mains, services, and appurtenances.

Obtains utility locate requests through electronic mail from the Utility Protection Center (UPC) and organizes requests according to priority.

Screens locate requests to determine if site service is required.

Utilizes electronic locating devices to assist technicians in performing utility locates as required.

Performs fire flow tests as required.

Provides assistance in resolving problems related to locate requests.

Coordinates locate requests with other governmental agencies.

Assists the Engineering Division with Global Positioning System (GPS) and Geographic Information Systems (GIS) data acquisition.


Additional Functions:

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
